Magellan is indeed far enough from Corsair ZOI. Systems like Leeds and Manchester where JH/JG to Magellan is has no Corsair NPCs, which means that inRP Corsairs shouldnt be there. also inRP Magellan is OC/LR/LH region, and all of em will not like Corsairs flying around. also inRP there is little reasons for Sairs to go there, instead of grabbing ice.
in Corsair law there is no line about Independant systems however. but I think this aint big deal. Magellan/Cortez isnt a place for Corsairs to be I can be sure. MAYBE exept of Elder order or artifact smuggling. but piracy is a big no
I think the Corsair laws are perfectly clear here - don't go outside the Omegas, the restricted part of the Omicrons, Rheinland or the Sigmas without being an artifact smuggler or one of his escorts.
And if you are in a cap, stay within the "cap-zone". Simple as that.
From a server rules side: No, Magellan and Cortez are outside the ZOI- so no piracy or engabuging for sairs there!
...also: Disco really need set in stone ZOIs for ALL IDs, accessible for everyone....

You know, we -can- make it so the gates deny access to anyone who's red... Could be mildly problematic for systems that are a warzone, but that'd put the kybosh on unlawfuls (ab)using gates.
That said, if a Corsair is pirating in Magellan he's outside his ZoI. If a Corsair is smuggling or escorting a smuggler inside the system, and either himself or a smuggler is fired upon, the Corsair may defend himself as he sees fit. Selfdefense is ALWAYS permitted.
And as far as I'm aware, the Disco IDs -do- list ZoI's, but perhaps not clearly enough.

This would give the lawful side some love as they deservedly could travel much faster then their unlawful counterparts....might ease their pain they get from nasty cruiser pirates...
Your biggest problem may be that you cant pirate in Magellan near freeport with Sarissa, MNS-Buenos.Aires. just keep sairs out at here, they can travel and smuggle there and when some OC asking fight, then he gets that.

You are fine within the server rules to bring the Buenos.Aires into Magellan/California and pirate/fight there. Just be prepared to deal with the Rogues, who don't like Outcasts getting in on their turf, especially in capital ships.
