Honestly, the rules protect these guys, yet they're still able to harm us indirectly. I say we make an ammendment so anyone underlevel who starts squealing removes their right to pvp protection.
*chuckles* Write me a rule saying that an underlevel squealing to the cops that I'm at Fort Bush as he sits invulnerable in his level 18 CSV... And then following me around and shooting out tradelanes... Is technically engaging me and I'll nod in approval to your edict that it's a citizen's duty.

of course you don t blast them out of the sky. - technicly they are not there - and must be ignored untill they are ranked 40. - if they affect your RP much, PM them about it - in a reasonable tone. - if that doesn t help - either record their reasoning and let others judge ( admins ) or - if they utterly ignore you ... go somewhere else.
the rules protect them as much as the rules protect traders from battleships. - its the rules, and there is little to no room to bend that rule.
Think about it as one of the Many NPC's reporting you to the lawful authorities, you could kill him, but your location has already been given away so what good does that do you. There is always a way to RP a situation like this without killing an underlevel.
As eddie, i have had liberty underlevel fighters chasing me down, shooting at my GUNSHIP, screaming my location, disrupting lanes & my cruise, etc. By a rule, when i had the missile-eddie, i didnt engage under level 40, unless they came in packs (well, when you have 5 lvl 35 fighters engaging you, it can be dangerous..). Really... there are newbies who just ask to get shot in the leg.
A few days ago, a light fighter (over level 30... but below level 40... free to kill but not good etiquete for me) began chasing me, screaming "omg omg ZOMG hacker!" and giving my location.. i almost cried. Of course, two minutes later maverick's gunboat appeared behind me, and i got the hell out of there. Just to find that guy still on my tail... and chased me.. from almost badlands to rochester, in cruise... What did i do? put a obunty on him.
Two credits, a lung, a liver, and who knows what else to the one who got him down.
He told your location, lawfuls come and engage, therefore it's basically him starting the engagement. Good enough for me. I'd like to see it spelled out in the rules, though.
