Now even official players spend their time in conn instead of doing their respective jobs.
Now if a guy wants to play in Hamburg or some other system then he have to wait for some one to come but he finds every one in conn so he'll either leave or go to conn as well.
It's because it's difficult to balance the fact that this is a computer game with the fact that it is also a roleplaying game.
I have to admit that if I didn't like shooting at things and getting shot at, I probably wouldn't be playing still. I think a lot of other people also really appreciate the computer-game side of Discovery.
I'd love it if I could get the same amount of computer game fun outside of conn, while talking in-rp and such, but the fact is I have to have several different ships and then travel around for an eternity before meeting anybody to interact with. Or go to NY on an indie pirate ship, but that gets old fast.
You'll rarely find that many official faction players in there. If they are then they're normally training with a fellow member. Just because you're in an official faction, it doesn't mean you can't go to Conn. It's not advisable to spend a lot of time there but if it was that much of an issue i'm sure there would be more complaints than there is currently.
To follow up on your example, while I agree it decreases IRP system population sometimes, with the map being so big already that's hard to say whether it's having much of an effect or not. I don't really play lawful characters much but when I look down the player list, I often see people in systems like Hamburg.

This basically sums it up. I stand by my point though, I really don't think it's having a huge effect.
I have been going to conn a lot as of late, mainly because I am only average in terms of PvP skills, and I want to actually be good as a bounty hunter, and I can't do that if I am crap at fighting ships. If official factions were not allowed to use conn I would just make an identical manta just without a tag and practice there anyways, I need to develop skills for fighting other ships pretty badly.
Why I don't want to turn this into a repeat of Narcotics thread, I think official factions should be allowed in there but with some sort of restriction (faction decided, maybe) on how long they're allowed to be there. Seeing as they are essential to the RP-side of the server, it should be kept strict to ensure they're mostly in IRP systems.
So, instead of having a backup means of having fun on the server during the less-active timeslots, you'd rather have people either sit in an empty system to themselves, spread across the 100+ systems of Sirius or not play at all?
I think more are PVP in conn, because the PVP activity is not there as much in the normal system doing RP. So now more are jumping into conn instead to get some fights.
Just a small thought. to experiment how the server reacts. turn off conn for a day. if it turns out better then expected. continue to turn off conn once a week. see how it works
