Just because it's lost on death doesn't mean people won't use it at like 3 A.M. SMT when barely anyone is playing, blow up a base and get out again.
Nothing you can do about that.
Quick methods to killing bases won't work for that very reason. It's not possible to defend ANYTHING around the clock, and the attackers get to choose the time, the defenders don't.
If there were to be any "base killing" weapon, I think it should have the following characteristics (yes, some of them already mentioned):
1. It should be SRP or official faction only to help with accountability. (PoBs should probably fall under this as well)
2. It should be very expensive, either in resources gathered to make it, or credits to buy it
3. It should not have a range of more than 2.5k. If you wanna kill the base badly, you should have to deal with defense turrets
4. It should have better HP than several battleships to give it some survival.
5. It should be slow, at least as slow as a Barge, if not slower.
6. It should have either a very long charge time before firing, or it should have reduced damage so that it takes more than 1-2 shots to destroy a Core 1 base.
7. Maybe only make it a base shield killing weapon?
I think they weapon should be insanely difficult to construct, while also prudent for a military faction to have. Only, based on economics, factions of optimize cash flow. I dunno why people are so anal about different ways to attack PoB's. PoB's gain access to bigger weapons such as a mega cannon. I just think people are to timid and dev team afraid to step too far out of the box. For 5 years I've watched the dev team work, and mostly rehashing what already exists. PoB's was the first real step out of the box, instead of going backwards should move forward and push the boundaries of what warfare could mean in RP/ InGRP/PvP/FPVFP.
This weapon would make it more rewarding to do security runs and hidden bases. Stressing the covert options each faction has par lore.
Speaking of lore... It's again a stale story forming over 5 years... Gallia... right well I think this server should adopt a more elastic elements of RP vs. IGRP / FPVFP.
Anyway, give me a big cannon and I'll just sit anywhere shooting starflies for the luls....

I've stated my opinions previously, but I'll restate something I said more recently regarding PoBs:
I think the way to go is to make PoBs weaker and thus more "killable" than to try to create uber-weapons that have greater potential for lolwuttery and abuse.
How about some sort of deployable siege platform? One that would have to be deployed in range of the base, has a designated target upon construction (so it only attacks the target base and it's defenses), has to be babysitted during the initial deployment for a time, and susceptible to counter strikes. Put a maximum limit on allowed platforms on the same target, to restrict incredulous spam.
It would not make a siege by itself, but could complement a siege fleet and hold the same operation when no attacker is around. In the same way, it's susceptible to bombers, defending caps and weapons platforms.
-deployable siege platform (limited to specific ships)
-designated target (something like /build siege "target")
-Moderate firepower, capable of wearing down a unattended base.
-prone to attacks by the base defenders.
Also that siege weapons can only be constructed on bases. I think I made that point before. This doesn't make bases weaker. Just makes them more targetable with specialized collaboration. Also lulwuts never will be able to do it on their own. Group of lulwuts maybe. But rules still apply n rp is required to attack a base.
