That was just example of what houses will answer to your proposal inRP. And you can´t say them inRP "there is not enough available players for escort".
You still didn´t convince me, but nevermind. But don´t forget that you can try to change rules by this proposal, but that is completely different from convincing houses to allow it in laws what you have to do inRP (what is loooong way run for any change). Otherwise you will end very quickly on the black/kill on sight list and I think you know that "I´m unarmed and harmless, why would you kill me?" argument won´t save you from most of the lawfuls in any house.
So this is the main problem for you here, because by rules you can use caps for trading even now, you just don´t get the transport exception for docking during engagement.
If someone manages to show a real life example of a battleship being used as a transport then I might be convinced. The closest thing in RL that I know of was the Merchant Aircraft Carriers (MAC's) from world war 2. These were not purpose built as a combined cargoship and warship they were vessels that carried cargoes like grain which don't need hatches to be unloaded via pipeing the cargo in and out.
If someone really wants something like a battleship to transport cargo then the MAC design seems the most sensible.

Difference is that MAC are exact opposite of the OP idea. They were cargo ships which were rebuilded into aircraft carriers. OP´s idea are carriers or cruisers changed to cargo ships.

Zoner caps belong out where they are needed/allowed...which is NOT House space. You wanna trade as a Zoner in House space...fly a transport. If you're worried about protecting your cargo...hire escorts.
