Here's an idea: just form a Junker "family" so to say. Not a political group, but rather a tight knit group looking out for it's own. A good way to start I would figure.

anyways, junkers operate in clans/gangs, as tinkerbell has stated before. If you want to make an un-official junker 'faction' (official factions cost too much anyways) just form a small 'gang' of junkers operating out of a specific area.
Just dont take bornholm, I've already claimed that for the Junker's Union, and I'd hate to have to start turf wars with other junkers =P
Trafalgar is a good place to start, or yanagi in sig13 - though sigma 13 is already heavily overpopulated by powertraders. You could also try the junker depot in new berlin (kreuzberg? I always have problems remembering that name).
Trafalgar would actually be awesome for you guys... there is very little activity in bretonia right now, and you could help liven things up there.
Yup, I'd say go for Trafalgar as primary base of ops. Plenty of relations with Corsairs and I could possibly think of a few possible deals RHA might make with Bretonian junkers.

No one person owns the bases, that doesnt stop a 'gang' from taking claim over the territory. I had intended on basing my junker's union out of bornholme/omega 15. That's not to say other junkers arent allowed there, just that we take up the job of 'policing' that station and making sure nobody causes trouble. If other junkers come in looking to take the power, we've got a problem.
Ideally, each junker station operates as it's own 'faction'. Each station is a democracy of sorts and the junkers who live and work aboard that station make a communal decision on whatever occurs there. The Junker's Union, as far as my faction post is concerned, was created initially by junkers operating out of bornholme - so they claim that as their home and point of origin.

Bretonian will become more active with 4.85, I think. Gaians are getting a new ship (gunboat), the union of gold (mollys) are starting up again, the Bretonian armed forces and police authority factions are becoming more active lately as well.
The new 'french' house is accessabl via the tau systems between bretonia and kusari, which will create more activity in that area as well.
Ideally, in the long run, I'd like to see 3 or so junker factions controlling junker bases in each major area of space. Right now the Junker's Congress ( .:j:. ) are primarily operating in liberty - beaumont/rochester/puerto rico. My group, the Junker's Union ( JU- ) will be operating at Bornholme primarily, but I'd like to spread to kreuzberg and Yanagi to control the rheinland area in general.
Your group, once you get a tag and enough supporters, could handle Junker Affairs within Bretonia. All three groups work together of course, but each ends up having it's own territory. One of the advantages you'd have with bretonia is that your junkers would be able to enter gallia (the new house) more freely than the others, and claim salvaging rights in that area of space.

You've got several options for a tag, but not all will directly fit your faction name. You could use TJ - Trafalgar junkers. Or simply -J- or something similar to signify yourselves as junkers without using JU- or .:j:.
Another option for you, being in bretonia, is to operate with the bretonian armed forces as privateers and mercenaries against kusari - either in combat or as smugglers carrying goods to bretonians on the front lines. This will create more interaction between the junkers and hogosha as well, whereas currently there is little to no conflict between the two groups.
Junkers in each of the major areas we operate in have specific enemies they have to deal with. The junkers in liberty have the corrupt and tyrannical liberty lawfuls - there's more resistance to smuggling and piracy operations in liberty than anywhere else. Out in rheinland/omega15/sigma13, the junker's union has a lot of issues with bounty hunters due to their 'war' against the harvesters, DW bounty hunters in particular. We've also got the rheinland military to deal with, though we try to keep a legal face so as not to antagonize them.
