It's just classic skirting along the borders of accepted RP, for an awesome PvP setup.

Not even a little bit. For every 'PvP' setup there is a counter. If everyone was running with 2 tiz 4 krakens i would run 1 debil turret one tiz and 5 guns, wasp and mine. If I was in a faction that disallowed corsair weaps i would run a debil instead. Remember that this isnt vanilla and paralyzers are unlocked too along with all kinds of other stuff. Its balanced and there is a counter to everything.
To answer the OP however, they asked what was sanctionable, and I haven't found any cases of indys getting sanctioned for mixing weapons. Correct me if I am wrong (with a link).
There is indeed a counter to every setup. But do we want to -have- to create counters to setups? That's taking the focus off RP if we have to worry that much over a PvP setup.
The moment PvP takes any focus off RP; in any minute way; we are going against the soul of Discovery.
Honestly, you think the admins will allow that? If so, then go ahead and try. However, I KNOW that we'll end up seeing a sanction report about that sooner or later.
How the heck are you going to be able to fly up and dock with some OC base while using 'sair weapons, or vice versa? There's no way they'd allow that.
Oh, and as to the Marsflyer... it's not really a decent ship. It's huge, turns like a drunken brick, and is overall not that great. However, if you actually like it, and want to base a character off of it, then go ahead. It'll probably lead to some interesting RP, actually, if you do it right. However, if you're looking for effectiveness, a Sabre or Eagle would likely be better.

I decided to go with the Orca GB, because it seems whenever pirates are around they outnumber me 3 to 1 and such, I'm not try to sound like someone that goes around looking for PvP (as most of the time I encounter a single pirate I just pass by them, or if they engage me I damage them a bit and tell them to leave) but it gets annoying when I want to help (for example) Liberty forces, I become the enemy of many pirates and being outnumbered and outgunned is never fun.
But back on topic, I just wanted to revive this thread with yet another question, is it ok for a lawful Freelancer to use an Arwing? I just set up another FL account and I was thinking of using it is my GB captain's personal ship and I noticed that it does mention how the ship is sold on Corsair bases.
I also have one little offtopic question that I didn't think was worth making a whole new thread about, and that is is it ok for a Corsair/Order char. to use Mega-Hammers (specifically the level 9 ones)? I ask this because someone was telling me that they are Liberty weapons (which is true) but my argument is if they are sold on Toledo then why would an ally of the Order (or an Order) not be allowed to use them?

That's like saying just because they happen to sell Outcast and Corsaid gunboat turrets at the same place, you can buy either of them.
Are the weapons loadouts at each base perfect? No - but remember, a lot of equipment locations were based on the SP style of play. In Single Player, heck, I've got a Liberty Assault Battlecruiser flying around with Order Turrets and Zoner turrets, doing whatever the heck I want - killing anyone and everyone. (Which is another reason that I don't ever want a big capship in multi-player - battleships are PIGS!) Who CARES in SP what you do? And that'd how the game was originally set up...
Now, it's my understanding that in 4.85, there WILL be changes to the weapons available at each base, because the mod IS based on RP. So you need to practice the self-restraint and RP the weapons.
I'm fairly sure I've posted a big response in a thread like these, but I can't find it to copy and paste.
A pvp-setup is just as oorp or not as any other combination of faction weapons. Tizonas and Krakens would be just as OORP as Hornvipers and Vengeances. One might be more effective, but both still require some sort of justification. The hornviper+vengeance combo, although trash, still is "oorp" with no proper explanation.
Zoner bribes do well. The more boxes of Zoner rep you get up from bribes, also raises your Freelancer rep even more.
However, you can also take Bounty Hunter bribes. After getting both Zoner and BH bribe, get to Sheffield station in Manchester, and do BH missions like mad.
Eventually, your Zoner rep will go down, but don't worry, your FL rep will still increase because of the BH missions.
After you got the Freelancer rep maxxed, more often than not, you'll have the BH tag, so kill a few Bounty Hunter ships, and LPI ships if you've been doing lots of killing Lane Hacker ships missions.
Now, your FL rep won't be maxxed anymore, since you killed several BH ships, but, don't despair. Over the course of your BH missioning galore, your Zoner rep will have gone down. All you have to do, to finish the tag, is to get a Zoner bribe.
Take it from someone who has setup 3 Freelancer tagged, IDed, RPed characters, one of them being my sig.
