I'm not sure how much a plugin would help - a lot of the times when shared ships get stolen, it's due to ex-HC members acting like almighty douches. The LR's recent situation is a good example. Passwords to lock accounts would generally be held by all the HC members, so the same vulnerability would effectively exist.
What'd probably be easiest would be for factions to simply submit a list of shared assets to the Admins, who could then investigate reports of wrongdoing manually. Being able to lock a ship to prevent moving would still be helpful in preventing abuse from regular members though, so that'd be a positive result.
I suppose the easiest way to implement said lock would be that if a movechar password is set on a character, you have to re-enter that original password to clear it or set a new one.
My idea is to allow admins to add the ship name to a simple flhook list, like most of what I've given to them till now.
What it will do is prevent the ship from being deleted, renamed or movechar'd. It will also log any attempt on shiplocked ships so we can trace back to player.
Beyond that, all the admins have to do is set up a forum thread for official factions to ask for ship locking on whatever shared ship they want.
That would help also non-official groups with their shared ships, could that be implemented for unofficial factions as well? I know is a lot of work, but those unofficial faction that will have the backing-up of the official faction they represent could at least get this? Call this a official faction perk that will have also repercussions on the unofficial groups. I think you got what I am trying to say.

It's a list. What ships are added to it is solely handled by the admins. I have nothing to do with what they'll include or not to this list.

We'll work out the logistics. I personally don't see any problem with letting paranoid individuals have their ship on the list either.
