Better not open this can of worms again, because hey, many non-house organizations are not large enough to have enough crew for several battleships or possess any substantial economic sources in order to construct them, yet they have them and field them a lot...

Rheinland fleet conquered GMG station in Sigma-13 and built Kruger base there, occupying the system for 80 years. As Ryummel pointed out, GMG could fight the war of attrition because Kusari allowed them to operate from Honshu, where they were safe from Rheinland forces, and supplied them, wishing to avoid Rheinland controlling H-fuel sources.
As for IMG, I'm not sure can we even discuss this seriously, because that faction received so many undeserved perks and buffs in Disco over years I don't even know where to begin with. Suffice to say Disco creates entirely false portrayal of IMG's strength and capabilites.

The GMG won for various reasons, but not because their fleet was superior. A battle between the Rheinland fleet and the GMG in open space would end up in the GMG being absolutely steamrolled. In GMG territory however, the opposite is likely to happen.
As for the IMG, they are more like Zoners in regards to base management and they are also not particularly large population-wise. IMG bases only have 2/3 of the population that a regular house faction has, even if you already leave the planet populations for house factions out of the equation. That their Magellan base directly supports open outcast allies and gladly aids in indirectly financing the IMG's arch enemy in the Taus through Cardamine trade makes it obvious that the bases are independent from each other to a degree and resemble zoner-like structures.
The faction has simply been overdeveloped in the past, an issue that was already admitted and will be worked on soon enough.

The reason why the field in which both of your PoBs are situated in got nerfed is because there had to be a compromise to enable the Omega 3 field to get buffed. We have several more things planned not only within the main Official Faction but with the rest of the big Bretonian factions (Bowex, BPA, Gateway and BAF), these changes are planned to progress the story of Bretonia and how it tries to create a new industrial center to produce it's vessels for the war. There are already factories being built on the planet Sprague which will be run by BMM, the population of Sprague (which came from Leeds) will then have their jobs back. Over time we hope this RP to be recognised and perhaps swing the war around.
Feel free to come and mine in the field, we'd be happy to do convoys together.

IMG are nowhere near as powerful as GMG are, and there's certainly several other groups which come before IMG in terms of power (OC, Corsairs etc.)

The only capital ships the Blood Dragons build new is the Kagutsuchi. Which we are capable of building in our shipyard. Togos and Hachimans are reactivated from the various stores of ancient ships secreted in various places when needed. So the BD portion of your statement is quite incorrect.
but the whole 'who should and should not have caps' argument is a minefield. So, one last parting shot.

For a brief second let me point out that while the majority of Council's fleet been taken from GRN or salvaged from wrecks, we still have like 5 shipyards to produce caps from... But hey, obviously Toris knows it better.
On a more serious note, if any faction has a working Shipyard, you can safely assume it can produce capital ships(if they supply the shipyard with materials of course)
