I feel the original Suncrusher was destroyed. Else they would've used it again when humans landed in Sirius. My opinion was the Nomads already had a suncrusher, used it on sol. was destroyed. They thought the human race was wiped out but upon discovering humans in Sirius, they started building a new one. It's a super weapon, it'd take assumingly hundreds of years to make.

Referring to the extended dev note. The suncrusher isn't linked with the nomads in Sirius. Remind, that he mentioned there are possibly several "nomad" cells.
