Rules are already being used as shield and sword. Problem will remain as long as staff keeps processing reports made out of grief rather than concern for healthy community.

Like I said, hopefully a two step system will allow them to analyse if reports are malicious or not.

Perhaps a more court-styled system could work. The accused is brought to the admins, and witnessed of that behavior as well of those involved and those who know the defendant could be involved in the process.
