Could that be because nearly everything you have said has been complaining in some way, shape, or form? 2 lines minimum can convey what they're doing, and why. Not to mention being oh so funny with your engine innuendos in the middle of a search and rescue operation in Bering.

Those can be set as set messages too. And it really depends on the character, not all of them reveal it's for a bounty, or how much effort they give.
In some cases, showing off too emotion for characters in their perspective, particularly agents, they want to avoid giving out details and get straight to the point, as emotion can give out details to the enemy.
Putting too much 'effort' into it - like those messages, can make the roleplay seem really sappy.

There used to be an automatic message that said "Saying Engaging or Halt is not sufficient RP." This is still true.

Oh come on, he gave that as an example and you know it. I know it's cool to RP edgelord mysterious characters because it's the fantasy of every kids but it doesn't make for good RP.
If they don't stop after the first two lines, they aren't going to after the third or fourth. You're going to tell them you're going to shoot them and then you are going to shoot them before they thrust their way to the nearest base to dock.

It's not breaking the rules to use set messages.
You don't quite get the point, timing is important in piracy. When I write, I usually write moderately lengthy sentences, depending on the type of interaction. And when I start writing, usually by mid way, traders will start to instantly cruise.
Which causes me to cancel out what I wrote, wasting time. Otherwise, I do the small words per sentence thing to allow CDs inbetween words. It's annoying and is far easier to use set messages.
"Hey. You.
Stop your fidgeting,
and clamp those engines. "

No, it's called making a character believable. Agents of intelligence factions aren't going to tell you their story. And pirates will usually care for something else other than sappy life stories, and will pick at people for fun.

Please constructive criticism, Ad Hominem attacks are cool, I did it a bit myself in my last post but it contributes so little to the problem. A good argument should always be about the position they are maintaining and never against the person himself.
