I said, depends from case to case, in case on Outcasts, for example, you can't say 101st or RoS represents the whole faction. Same goes with Corsairs. But in these two cases, I say Council of dons and the elders represent the faction.

One thing official factions CAN do: Make laws and enforce them. Liberty's embargo against Rhineland, Bretonian's laws against trading with Kusari. Declaring things contraband, requiring merc registration, etc. The player factions can't force indies of their NPC faction to enforce these laws, nor can they force indies to honor ceasefire agreements and such things (like when the BAF and Mollys were 'friendly', or BAF with Outcasts, or Bs| with the LN), but they CAN force other people to follow their rules. Unofficial factions cannot.

It's not public. You can't keep out indies of your own NPC faction when they need to gear up, but that doesn't mean you can't kick them out for loitering. You also have the unique right to KoS anyone who isn't part of your NPC faction if they enter your Guard system.

But is is RP. It is reality. Every state have rulers, and then, smaller and les important partis / individuals, who have to obey them.
I don't say " Everyone, obey factions " but... you say they can enforce the laws... Oh no, they CAN'T. As sanctions proved before. If they try, they all get fined / banned. Even if the report is send by a guy in Corsair Juggernaut with Outcast ID and Liberty weapons, it's still " Forcing others to do the RP they don't want to do "... *beep* Officials banned, they have no right to tell the play what ship he should and should not fly.

No I cant kick them out because they just say "Im here for equipment lol", they pres PrtSc as prove about they announcing that and im screwed.

Some people don't like to be ordered around. Realistic or not, factions aren't allowed to dictate non-canon RP to indies. Everyone who's been sanctioned has been trying to force people to not do things which their canon faction info and ID cards allow.

There is a timestamp feature you can enable in chat. If someone comes in to get equipment, let them go. If they don't leave and loiter around, tell them to get the hell out, and screenshot it. 10 minutes later, do it again. If they don't leave, blow them up.

Oh no, your wrong here Elvin, These sanctions were as a result of trying to enforce non-cannon rp. The order's infocard says they are hostile to Liberty, thus blowing an order ship up for attacking liberty is enforcing non-cannon rp.

But it's always the same problem, someone flyies around, kills everyone around, camps planet, uses some very OoRP BS... then Mr. Official comes around and says " Hey, you can't do that! "... Well Mr. Official always get banned, for he is such a dictator. Sorry but this is just ridiculous. I think Official factions should have the rights to stop such people.
