Core and strafe power for armor and responsiveness is a big buff. Especially the strafe power since it's a very sensitive stat to touch (which is why all VHFs have the same strafe power to begin with). We'll see soon enough if it'll make the Sabre overpowered.
As for the implementation of the core change, I seriously hope either the core itself gets changed or the admins change all existing Sabres. Expecting players to rebuy ships manually is ludicrous, especially since some can't do it due to reputation, SRPs or locked ships. Adding a temporary sellpoint in Conn would solve almost all issues, but the response from @Durandal was a dismissive no. The problem here is that even if it takes 5 minutes for all 300 Sabre owners to rebuy their Sabres (which without the Conn sellpoint is impossible, average would probably be 10 minutes per ship), that's still 25 hours (or 50 hours average). Meanwhile, an admin changing the IDs would take no more than 2 hours.
Also, we have a lot of inactive/passive players that'd take a long time to rebuy their ships, or never buy them at all. Some Sabres would stay bugged forever just like we had cases with Kudessies having vanilla cores from 4.85, 8 years later. That's excluding some cases where for instance rebuying Sabres on a Wild ID will take unlocking it (optionally), changing the ID, renaming, flying to the closest Sabre sellpoint, buying the Sabre, renaming back, getting the ID back and flying back to where you were. For every single ship.
If anything's lazy it's the decision to tell players to "deal with it". Get to work.
I'm gonna have to get @Kazinsal to weigh in here but would it not be possible to have New Haven or Gold sell any ships with an adjusted power core for 1 credit, and then have a FLhook plugin make it so that only people re-buying the ship can actually purchase them?
Would that not be a better solution to forcing some people to re-buy a handful of their ships - or in the case of factions: literally dozens?

I can't remember the exact specifics but I think the vanilla FL 1.1 anticheat freaks the hell out if you price a ship at a different cost than 1.0x.
This kinda thing isn't exactly common knowledge for the average server pleb, and as I understand it: you've come out and wizard'd fixes for relatively major systemic issues in the mod before. I just didn't know if we could invoke that lightning here again. Worth a shot, sorry to drag ya in brav~<3
