No, not really. Xeno see the men in blue as "loyal an' all, what with 'em servin' the country and protectin' it's citizens, shame they's gotta go an' get in our way like that." Alternative way to put it is that if the Liberty Navy were like the GRN, they'd probably be the best of friends.

As for the 'true' pirates, theoretically all you need to make a large ship is a whole lot of scrap metal built up over time, then an engine to power it. Plus the skills to build it, of course. So despite the accusations of Rogues being 'dirt poor', if they scrapped a trader every now and then then dumped the iron/steel in space in Cassini so it wouldn't oxidize away, they could eventually get a decent hull. I just don't see them wasting it by 'assaulting' the local law, particularly not when the law is in a position to bring it down in moments.
