Yep...I see it all the time. I've asked around just to see what the most common amount that pirates were asking there. It usually ranges from 300-500k. That is an awful lot for a beginning player. I think it sets a bad example as well. You have beginners seeing these big bad gunboats and thats what they decide to aim for, only making the problem worse.
Also, I would like to apologize on behalf of the LPI. We really do try to clean things up there. It's just hard to take on two or more missileboats with the numbers we can muster.
When i was in penn,as trader , i saw alone outcast vhf hunted by two liberty gunboats. So i think every action make counteraction.pirates use gb in penn to pirate,liberty lawfulls use gb to hunt them.

Frankly, if you are pirating a Starflea, regardless of level, you are ridiculous. (Do you expect to gain more money? Or are you doing it for the RP? Either way, it makes little sense.)

Pirating a starflea makes little sense regardless of the system.
Penn is newbie friendly. It is not a "newbie" system and should not be mistaken as such.
The NPCs are extremely mild, it's out of the way and there is a large pocket of resources right behind Erie to grind some starting credits. This all equals up to being a nice place to get your feet wet.
It's also a system through which several trade runs go, both lawful and unlawful. As such it also enjoys all of the qualities of being a fully enabled system the same as any other. As such it falls under no special restrictions.
In other words, let's consider the pros of it being the starter system without resorting to dramatics and hand waving. California and Penn (due to the jumpholes) are Outcast Gunboat pirate havens. Not much to do about that aside from killing the pukes whenever they show their faces.

I am a vigilante that operates in Pen, whenever I am on anyone who tries to pirate in Penny will be attacked by my Roc.
Just waiting on funds from my lil bros mining so I can finish fitting the ship out.

It's not the point that the joint is open to piracy that is the problem, it's the fact that people walk all over the new players in their big lolboats and generally cause havoc in system towards the new. These players are just starting out so one would think that they would only have that one character. If that one character get's blown off the face of sirius then they can't or any of their characters go into that system for 4 hours. In that time they could find another game and lose interest in this game and therefore our community dwindles a little bit more. Sure just behind Erie there is alot of money but don't forget that lvl 30 isn't that hard to get to. Before you know it the new player has reached and exceeded this lvl with little or no RP at all. And sure enough here come the lolboats to capitalise on that fact.
One might not know it but being a lvl 90 in that system and helping and chatting to these new people earns me some respect and trust. Because of this, that trust then extends to the pirates who capitilise on it and they get sucked into giving away all that they have worked for. Sure they may be lvl 31 but you must still remeber that because they are in that system they are still vertually new to the game. Show some decency towards them and leave to become the decent RP'ers you want them to be. As you said penn is newbie friendly, so let's make it that little bit more friendly and stop useing lolboats and huge fees for your own gain. Afterall, that one experience may lead them one day after that experience to get a bigger cap ship and reign down on you.
