There was one, it was abused, and it only pointed to the thread, not the offending post. It got removed.

PM any admin/mod with as many details as you can think of (thread link, poster, why it's inappropriate, ect).

I've seen some implementations where the button flagged a specific post, as well where it didn't dispatch an alert until a minimum number of reports on said post had been made.

However this was on later versions of IPB. Abuse as said is another concern.
