Meh, any time you're required to, it's stated in the briefing. Any other time, you can just strafe around the base ignoring them, and flee when the station blows.

Dopamino, if you're taking the mission route, then I highly suggest to take the base killing missions that say that it is your choice to kill the fighters.
I personally like the mining in Colorado as it's quick, easy, and dirty. Once you get a rhino or humpback, it gets a LOT easier, so don't be too intimidated.
Also, there are a few groups that will loan you credits (I can think of one if it's still in operation), but remember that there is interest on them, so you'll have to pay a lot if you're going for 500,000,000 credits. If you use one of these services, just get enough for a transport/train/large train so you can easily pay it all back within the necessary time frame.

Shouldn't *need* to take station killing missions in the begining to get a start on missions IMO... The starfliers weapon setup is just far too weak for the enhanced NPC's, and the ones in NY use bots and bats like crazy.
