Is it possible to handle these implementations with the current engine or through hook?
The EMP bomb would be easily possible as a lightly modified mine, with just a few changed stats. I'm pretty sure it could be made to explode on launch or with a short delay too.
If that idea was to be implemented, there would have to be some delay, otherwise it would be too useful for surprise 1-2 SN-ing someone who thinks he's safe with full shield...

Theoretically, it seems to me that it would be doable by making the EMP continuously drain extremely high amounts of energy, as to drain it all and stop it from regenerating.
It would, of course, run out in a certain amount of time.

Make the nuke launcher and nukes hugely expenisive.

EMPs don't work on a temporary basis. They're essentially a surge of electrical energy that fries any electronics with in the blast radius. Good luck breathing when you fry your own life support system.
Well then, a temporary fail of all high-tech systems may work fine if it is properly balanced and implemented (talking in theory here). And all high tech systems usually (or should) have a low-tech "blunt but safe" backup. Like life support (or should have. You are out in space after all, no oxygen isn't something that comes as a surprise for the last 2 millenia)

Well, this game is not 100% realistic anyways. Plus, you can always rationalize it technologically, you just gotta work for it a bit.
You could just say it fries everything for a certain time until the backups kick in or whatever.

Why call it an EMP then? It's just an over-glorified Paralyzer. It's not exactly a case of toe-may-toe toe-ma-toe.
