Mining corporations simply do not lend themselves well to becoming pirates themselves.
Pirating = asking for credits or cargo. DHC doesn't pirate. We simply destroy the cago and/or the ship if the captain refuses to comply. As far as Daumann (and Kruger, I am sure) see it, IMG is stealing Rheinland's resources. The same for indie miners because we do not know where they will sell the ore mined there
As for the Licenses, they are not there to restrict access, but to offer a way for ousiders - IMG included - to mine in our fields. If you don't want that and prefere to be killed on sight it's your problem
One more time, Daumann's ownership over Omega 11 will ONLY have InRP effects. We do not want Omega 11 as our guard system
Our ID ALREADY allows us to kill BMM, IMG, indie miners and Liberty ships and including this part in the Rheinland laws will only give us a RP reason to do it. Every time we interact with one of the mentioned ID's we are pushed into telling them "//read my damn ID". People take advantage of the fact that the Laws says nothing about Omega 11 to ask stupid question and we cannot give them a RP answer other than "i kill you because I'm having a bad day"
Edit: also, Omega 11 is already listed by the laws as part of Rheinland. We don't want O 11 to be Daumann's system, but a Rheinland system under Daumann's control/administration/governament/management/whatever, something that will allow us a RP justification the actions that are allowed for us to perform by our ID

IMG aren't denied mining rights currently.
Any Daumann shooting IMG miners for mining fields in Omega-11 or 7 would really be facing big issues. The IMG are not denied mining rights in the system by the Rheinland government and as such are at the same level as Daumann in terms of the law.
Any such attack, and death, would be murder within the Rheinland law.
This thread is not about the DHC getting their own (guard) system or to argue if the space is iRP contested territory or not.
This is about Rheinland's official recognition of Omega-11; if it's state owned or privately-owned.
No, Rheinland will not give DHC an entire system out of the blue, that is why I need to know if the system has already been theirs or not (hence the admin opinion being desired).
That will not change their taxing practices though and this thread is not meant to do that, it's simply an in-RP practice.
According to the Rules section, Omega 11 is not included as part of Rheinland's House Space, therefore, neither Rheinland nor DHC has any rules-based claim to it.
It's part of the Edge, like Omega 5 or 49.
That doesnt affect any RP claim to it however.

Rheinland does from a law perspective, but the field is under concession to Daumann. Just as the one in Dresden is to Kruger.

Why would they? They have no bonus. And even if they attempted to, DHC can attack their miners.

Been done before, both factions can shoot each other in o3-7-11. It is done sometimes and will go on until the end of time. There will be no issues because the government needs both corporations, they can't side with either faction, so they sort of ignore the situation of daumann-img aggression in the omegas.
There is a sense of ownership to each faction's mining fields. In O7 the south field is Daumann's, while the northern fields is shared by Kruger and IMG, no corporation can claim the system, but each corporation guards its field, and treat it as their own. However in o11 the only corporation who has a base and mines the field is Daumann, also the mining field surrounds the star, basically turning the whole system into a mining field, hence the claim.
