It's really nice to see that the Kanzler edits his database without any notice of that! THIS WASN'T THERE BEFORE! If so I would've contacted any member of the RM as soon as possible to make sure I get off of that list!
A few days ago I ran into two of the RM (sadly no evidence of this, but I know one of them flew a [RM-REP] tagged Rheinland train, who docked at Lübeck Border Station in Hamburg to change to his Rheinland Gunboat in Alster Shipyard to intercept me with his friend) who told me about this inRP, so for my character this was the time I knew about this ... and I cleared it up with them! The officer told me that he'd drop all charges and that it would be a 5 million fine next time.
My "crime" was that I didn't stop cause a Gefreiter asked me to do so from 8-9k range a few days before that! And seriously, he didn't even try to follow me ...
It's a way to hard punishment for such a low "crime" which was already a closed case! I really thought my character's name was put off that list very soon ... and now this!
The viewing access thing has not been changed, it has been clarified because it wasn't obvious. Judging by the second part of the sentence, people on the list should have access to the list, else they can't pay the fine. It has been clarified since some people didn't seem to understand that point.
As for your case in specific, the FR5 has been filed long before you ran across the patrol, it took the admins a few weeks to process my request.
I'm open to reversing this one though, since you indeed were promised pardon, again long after the FR5 was filed though. I have to admit, I lost hope of this report being processed a while ago.

And as a advice to the criminal database:
State in the sub-title that criminals have viewing access, so that they know they are allowed to look and then know about that (I think it's in the Communication Channel rules that you are NOT allowed to read threads not directed at one of your characters ... and how'd you know about it if you can't take a look?) ...
Yes, there will be a few updates coming, it's more than likely that we'll also appoint a new administrator of the database since I don't have the time to invest.
As for your case, I'll file a request to reverse your FR5 (if such a thing is even possible).

The information from the Freelancer (who is not an RM member, but a third party asset) was forwarded to me in a PM. The Freelancer in question is in long-term employ by Rheinland.
As you can see, there's quite a lengthy role play going on between the RM and the Freelancer screening you. Safe to say, we trust that his observation was also perfectly correct.

If you're worried about being caught by a Freelancer; just because a non-RM person caught you committing a crime, that doesn't mean you weren't caught committing it inside Rheinland. Since that Freelancer is a closely trusted operative due to a long-term contract, we don't need more evidence of you being caught than we do when it comes to an RM operative catching you.
If you want to avoid being FR5'd, either don't smuggle, or pay the fine.
Can you tell me at what point the RM has interacted with my character, as prescribed in the guidelines of a FR5, then? I'll bold what I am talking about in the post describing FR5s.

Factions may only do this after they have interacted with the character in role play. Faction leaders should post reputation change requests in the Special Role Play section with a link to the forum evidence.
Example: The LPI could request that a smuggler be made hostile to them but only after conducting some sort of role play around this situation. A role play trial conducted on the forum with the evidence would be a good way to do this. I understand I have been caught by [FL]Thexter. At what point has the RM interacted with me enough to even make it possible to Faction Right 5 me? I don't see anything about it being acceptable to interact by proxy characters. If I can compare this to something with my characters, this is like me taking out my Phantom Osiris, Tenebrous, killing a BAF Gunboat in Dublin, and then sending the kill to the Reavers, and them claiming it for Flame.Reaver on the [OG] bounty board because my Phantom once hired them to help even a lopsided fight and now we're friends. It is absolutely ludicrous.
I would not be causing a stink if the RM had done anything which could constitute a Faction Right 5, but you have not. You have not interacted with anyone. According to the responsibilities of Faction Right 5, you cannot Faction Right 5 anyone without interacting with them. Ergo, [FL]Thexter is welcome to Faction Right 5 me from the [FL]Thexter NPC faction if he chooses to become official, but honestly as it stands, the RM should not be able to Faction Right 5 me because they have not interacted with me at all. Ever.

I would like to add this: the interaction I had in game was with a Freelancer IFF'd Ahoudori who told me to stop, nothing more. As far as I knew that could have been a pirate so I didn't stick around to scan his ID, I just ran away. At no point he told me he was working for the RM and even if he did I wouldn't have had any reasons to believe him because my smuggler doesn't have access to the coms between said freelancer and the RM or the RM Bounty Board
The thread I should have read was labeled 'Rheinland criminal database, Open to all RM / RFP' so I didn't read it, as I am not part of RM or RFP. Even if I would have read it, the part which said 'violators, who also have viewing access' was added after the FR5 request was filed. When I read it now the sentence 'Violators are to pay the compensation to [RM-ARM]-Behemoth-001 and note the success of the transaction on this channel.' sounds more like a guideline for RM/RFP officers than an invitation to criminals to pay their fines.
That being said, I found out my rep with both RM and RFP NPC factions can be fixed in game so there is no need for someone to reverse the rep hack. At the same time I will refuse to submit myself to cargo scans requested by the Freelancers in question because InRP there is no way for me to know that he works for RM and I won't risk my ship and cargo by getting close to what could be a pirate or a mercenary trying to collect a bounty.
