I did not read all of the thread (sorry) I operate a few Xenos and have always asked for a payment before attacking a trader as a Xeno because only the Phantoms and Keepers are allowed to kill with no demand. The Xeno ID states you cannot demand cargo not you cannot demand cash!
I see the point in a terrorist just wants to kill but if we amend the rules to allow Xenos the ability to just kill all then everyone will have a Xeno to PVP their way across Liberty killing every above lvl 30 they meet. The Phantoms and Keepers show restraint in their RP and PVP and come on in groups to mix it up. Allow Xenos free range and we will have a true PVP abuse problem.
Actually, I don't think traders are allowed to fire at Coalitioners. The Coalition aren't pirates, and they can only attack Military and lawful forces in that area. Thats also a grey area.

a little clarification - cause its often misunderstood...
gaians and xenos are NO terrorists. - not in the sense we consider the terrorist ID.
a terrorist here is someone that is much closer to a psychopath than the common term of a terrorist. someone that blows things up for the sake of it - or to enjoy the nice and colourful glittereffect.
gaians and xenos are "terrorizing" their enemies. that is even less than piracy sometimes. Gaians were terrorizing spa and cruise on their way to gaia. that does not mean they were blowing their liners up. ( imagine the negative publicity - and gaians rely on their reputation as being rather harmless - it wouldn t be too hard for the BAF to kick them out of edinbourgh if they really wanted, not like the little nebula around islay base is much of a hiding place ) it means they made their trip a real pain. - but especially in the beginning, they were not doing too violent acts against their enemies. - only later they started to destroy BMM, planetform and spa & cruise vessels. but terrorizing can aswell mean to shoot down their hulls - so that they d have an expensive repair upcoming, but not demanding cash ( cause they were not killing )
same with xenos. they are rather fulfilling the role of insignificant insects that are a real annoyance to the powerful navy/police, but hardly a threat. xenos are terrorizing in their fighters - they make the life of traders through their claimed space a pain, so that those traders decide on another route - or another business partner.
terrorists ( terrorist IDed ) would go for the kill, cause they enjoy killing. - they are set apart from RL terrorists, who are usually extremely determined and calculating - but disrespect life or only use it for the sake of their cause.
just a comment to make clear that there is a difference between terrorizing - and being a terrorist ( that is... on disco at least )
