And the most important thing is whatever way the storyline goes, it´s great to have some nice changes again.
One thing, how come i never seen the Navy beat the Rheinland fleet, maybe because i was there, ...dont know... and i have seen a lot of battles during the last years... (sighs).
Last thing , it´s not suposed to be a sour or very critical comment, i love this game and the people working so hard to make it this great, but i guess you know.
we have large amount of system, constant maximum of players soo...people will be collecting in less or more populated system...
And yes, it is not that fun to play alone in system, so many factions will lack of people.

That's exactly the point.
Checking the activity tracker, there are 37,792 active characters on 17,231 active accounts. So for simplicity, we've 38,000 player characters out there influencing galactic events. And only 2,300 of them are over level 80 - so we'll call those the real movers and shakers.
Seriously - unless those people are the equivalent of the Forbes 500, there really ain't that much influence on a whole galactic scale. We've had discussions many, many times. Using FLCompanion, I'm glancing through some population numbers:
Planet Amiens, 200 million; Planet Cambridge, 120 million; Planet Denver, 945 million; Planet Gran-Canaria, 420 million; Planet Houston, 450 million
5 seconday planets and we've over 2 BILLION people (NPC's) out there. Manhattan alone has 2.1 billion. New Tokyo has 1.7 billion. New London has 1.1 billion. New Berlin has 1.3 billion. I'm not going to take the time to add all of the given system populations up, but I think we can safely say that there are probably more than 12 billion NPC's running around in Sirius and Gallia.
So for every PC, there are more than 3 million NPC's. You're going to provide how much influence on things? That's why a lot of things are pre-scripted. At the same time, some of our PC's ARE important in the galactic scheme of things - so we do have a little bit of influence. Just not the extent that a lot of people think we ought to have. (And yeah, I'd like to see things player driven, too - but I also realize that's not always possible.)

Well, the Order thingy was pretty much player driven because it was a RP created by players of interacting factions. We may not be able to represent it in game due to numbers, but it was still player driven (and not by seldomly involving faction leadership, regular players added a lot to that RP as well).
You are only seeing the Order side of things because certain Nomad side of things couldn't be implemented or will be implemented in the future as far as I know.
As being a Keeper (ex) and Order player, I can say that Keepers usually wtfpwned Order back in my time, so it was realistic. I still remember an Order / Keeper event where Order was supposed to capture a transport. Two of the Nom players had to planetdive intentionally so that we could continue playing. Yes, we sucked that bad at the time in PvP:P
For that, you need to have dynamic world like invadable planets, destroyable stations etc. Or RP like we did in Order with small outcomes / faster implementations in order to make it work. Otherwise, it is rather hard to do it, if not impossible.
This is not Ultima Online or Eve, the dynamics of the core game is too much different, it needs constant dev attention and agreement on all ends to carry on a RP (order one for example)
Well, maybe i have been taking an opinion about Galia forces too soon.
I have yust taken a flight through Galia and the Tau's and i must say i am impressed...
really exiting stuff (Council will be not so happy).
So only time will tell if the Gallic forces will be able to really do something in the Tau's.
I will prepare a Bretonia battleship to give them a warm welcome :-)
