Untruth. Official factions have a measure of authority over their respective indies, not over those of other factions. A bribed GRP who sends a suspected criminal on its way would look VERY suspicious to a GRN player. Do remember the GRN have taken over law enforcement in several systems according to lore, because the GRP just wasn't getting the job done and proved to be corrupt.

You know, id like to point out GRP are lore wise corrupt, and the GRN are not. GRN would shoot corse on sight. GRP probably would not. (depends on the officer, really)
GRN are not corrupt and therefore would crack down on any unlawful deal. GRP could be persueded to turn the other way.
As a grn ship, blowing up a known criminal is entirely expected. GRN and GRP do not function the same.
Corse are civilians, many of the higher ups are members of the gallic government. Unless they are breaking the law they are not criminals. Its not a case of differing opinion.
