I think a understanding with the Outcast would be good, the best way out of Gallia is by their territory, and could be a great open door to some smuggling.
I agree with Trail. The Corse is like the Hogosha, that is why could be friends .. i think the terms allied is too high, mainly if you want to get a neutral with the GC and BD, and one understanding with the Outcast

Also, looking through the diplomatic statuses, Kusari Corporations consider us as unfriendly or hostile, so I assumed that the Kusari Military assumed a similar stance.
At some point I will talk to the Outcast government about our diplomatic status.
The Hogosha are considered friendly because they, as you said, are similar. We also have 75% efficiency with their ships. I will change their status from allied to friendly, as you advised.

As long as you don`t touch any Kusari corperation vessel inside or outside of Gallia, there is no problem with Kusari`s authorities and the Government. And don`t come to Kusari with NOX. They don`t like drugs. :D
For the Hogosha. Only because one group is similar to another doesn`t mean that they are friendly or allied. Sometimes they are even damn hostile because of similar goals. The Hogosha/Unione Corse allied status is because of some RP both in game and in the forums between the Black Dragon Society (Official Hogo faction) and LaBrise (inofficial Unione Corse) as far as i remember.

And the Hogosha shouldn`t be aware of this neutrality. And of course you shouldn`t tell them. Like the Zoner or Junkers do. They have many deals with rivalising groups around Sirius and they are smart enough to hide that. As long as you doesn`t get caught while suppling bases or something like that there is no real problem.
Yes Fidel .. i mean xiphos. But since they aren't on the same territory i think that there is no competition with the Corse and he Hogosha.
And L'Unione Corse Contol Center, i must say i don't like very much "tags". I once had problems ... not on this mod .. on having tags because i belonged to groups and someone on that groups made some .. mistakes and since i was on that group i had to pay for those mistakes. Also you are making a rank factions, and i also had problems with that bcause not all higher ranks that i caught deserve it!! So if you prove that you and the others are really interest and work well, maybe then i will join you.

Looking at their description, there's the reasoning here:
