Make them immobile stationary storages/stations as they were ment to be, without ability to be used for jumping. Add docking bay slots for it to act as the station.
Barge jumping takes away the possible eight 5ker passes to the sell point and back, thus actually decreasing chances for player-player encounters. This in return can lower activity for everyone, including official factions that must uphold those 30h.
When I play my pirates, I want to encounter shippers. I don't want to sit in one place untill bunch of lawfuls come.
And if this happens, remove the drift after disconnecting with them. It would be a pain.

Why to have a ship in the mod and not to use it? Barges should be rare but there should be at least some flying around. Now I haven't seen any barges since the spring 2012(except for one standing still in some guard system)

Because the usage of Barge was to be STATIONARY storage/station platform when developers added it to the mod.
They were used for ore storage, I used it for ore storage, Lane Hakcers used it for loot storage.
Barge was used, but they were not common. They were common sight when it were publically available, but it was balanced in the end to be worse at trading on your own.

Then why should it even stay in the mod when there already are player owned bases to store stuff? Like anyone would love to RP a darn storage depot :/ pfff.
