Well, we're in Phoenix already neutral with Gallia in RP terms. Although, this silly rephack spoil some things, like we forced to kill Valors or something less in the size just in Gallia space or we cannot to fill our transports, barges by ourselves.
And yeah, OSI also are in neutral terms with the Gallia. So perhaps government can change their minds regarding Zoners as whole.

Its not just about making trades in Gallia even if you go to t31 to try dock on img base you will be killed instantly, since a RN BS is like 1k away. Whale is already limited with no house docking we couldn't dock in their systems anyways then.

its an img base, not a zoner base. take it up with img in-rp and see if they care enough about zoners to take it up with the gallics (and then see if devs want to implement it).
no matter how you put it, zoner id and the lack of proper zoner lore (and how it is reflected in a most generous nonsense ship line) which allows for all sorts of weird diplomacy and apparently the right to be treated as an individual (as opposed to any other faction ID in the game) makes it the single most unbalanced thing in the mod.
i dont mind that zoners have a lot of choices and options open to them, the problem is that it infringes on other factions id's and rp making them useless by comparison. thats a shame.
and the rp background for the situation is that you are all scum and you need to suffer for past deeds, just like most other sirians.
in fact i can see it makes some sense for gallia to align itself with other large entities, such as proper houses, either by having them as allies or vassals; but loose fractions like zoners make no sense in my view. they are a liability. there's no accountability and when it comes down to it, in-rp a tiny faction like zoners wouldnt have anything of value to offer mighty gallia. if i was king charles, zoners would be high on my list of things i really dont care about. i would see them just like any other sirian scum, perhaps a bit worse because of their conniving ways.

As a non violent explorer I can't find any reason to be treated as a hostile especially when flying a Whale and the only weapons on board is "creativeness".
Going further, Gallia open borders to AI ships which can hold even more cargo basing on ID and are not banned from docking cruisers almost anywhere, furthermore they can hunt pirates in specific locations while zoners actions can only be considered as defensive.
If there is a reason why Zoners could be treaded as hostiles to Gallia, there should be some explanation if not this means we should ready up to defend FP VI and X because of Gallic Forces Proximity and something going one behind the scenes, our survival is at the stake.
"You're all scum" because you (along with the rest of the inhabitants on ancient Earth) wanted to ditch the French. That's why the Gallics are so mad in the first place. The past deeds part.
The whole "I'm non-violent let me go and do what I feel like" works great in a computer game, but in reality you won't have that privilege - or at least other parties will have a rather big influence on your claim. And as a personal note having played this game a lot, I cringe in exactly the same way when I see a "But I'm a Zoner, I'm neutral" as when I see a "LOL" or "" in system chat. To re-phrase an alleged Göring quote: "When I hear the word(s) culture Zoner-neutrality, I reach for my revolver".
The Whale argument is also void - you could have hidden biological weapons on board, you could be smuggling rebels out of Gallia, you could be supplying rebels, you could be mapping Gallia for foreign militaries and so on - even though there's no guns on your actual ship.
I think you (and often Zoners in general) have got it wrong when you say there should have been some sort of specific explanation as to why Gallia is hostile to Zoners too. It's the other way round - if Gallia wasn't hostile to Zoners, there should be a background explanation for that. Besides in-rp Zoners are supposed to be such an insignificant tiny group that it wouldn't be worth the effort for any war-mongering King to waste time on investigating this so-called neutrality - "off with their heads" Marie Antoinette-style is a far faster, cheaper and convenient solution for any empire-building megalomaniac.
Also in-rp you can forget about protecting any freeports against Gallia if it came to all-out hostilities. In such a situation it would be wise for Zoners to withdraw from the Tau's altogether, unless of course said Zoners are suicidal or extreme idealists with no regard for their own safety.
On the actual topic, there are more zoners allowed in Gallia then not allowed. OSI was the first group allowed in back in 4.85, JZ and Phoenix in 4.86 quite recently.
Thing is, whenever I was on my GRP, what to know what type of zoner I saw? silent traders who mocked the king or disobeyed laws, warships or zoner battleships used as jumpships.
Now I've only met 2 non group/factionized zoners that were actually cool and RPed it well. The rest disregard everything Gallia stands for, RP wise. So if you want to really want to know why people sometimes blow you up, think about that.

Miaou you are right. If people disrespect inRP rules. Well they can suspect it. But that groups are allowed to go into Gallia due to their relations. I think they have earned it then. Its something wich others have to look up to. To respect rules (ingame) rather then to trow em aside and when a rephack is active shout WHY CANT I DOCK or why hostile or what so ever. (sorry for caps)

That's why three groups have been allowed in Gallia so far. Because they were nice enough to ask.
Plus, Gallia is extremely hostile to anyone coming in and disrespecting the supreme dictator of the lands. I mean, it's the difference of someone knocking on your door and asking for a cup of tea while they explain a deal they have for you and someone barging in with dirty shoes, while house rules clearly say you should take your shoes off before entering the household.

Well, talks going only between TAZ and Gallia, so I guess the goal of this RP is about to remove rephack from TAZ ID. TAZ won't and cannot representative Zoners as whole.
