Why is this being discussed anyway? Just don't get it. What he has said makes perfect sense. And I would enforce permission procedures for battleships with ultimate zeal if I had the power. Death shall rain from the sky now, beware the cap whores!
And I think that by a rules standpoint, this is what it means:
You CAN purchase a capship against the will of the corresponding faction. However, they are then FULLY within their rights to blow the hell out of you for theft, treason, etc. even if you share an ID.
