It's not abuse to spam CD's at anyone, and if someone reports it; they should get slapped for malicious reporting IMO.
It's an RP server, we don't have the privilege of always being in full control as players. Sometimes we have to react to things around us; even a money-hungry no-nonsense pirate of few words.
As soon as the pirate made his demand, and you refused and he didn't back off; you were free to whack him.
He made his demand first...and then spammed CDs to prevent your escape, demonstrating obvious hostile intent. This seems clear you would justified to allow yourself out of the pirate's grasp by engaging him.
By the time he gets 12 CD'S you should already have enough RP to whack him, in anycase, CD spam is what I call a "potential agent", meaning if the pirate fails to have an agreement and it is shooting at you more than three times, whack him. And I know that pirate.. he doesn't really understand RP, just cash or blazing guns.
Don't forget also that popping a CD out at someone removes the protection given to under levels.

So yeah, 12 CD's is pretty much an attack, but from the whole sounds of things, since that's ALL he did, it was more of an annoyance thing. At the same time, keep in mind that the Corsairs may be looking for an excuse to attack Zoners again. The actions of Indies can and does sometimes have RP consequences for factions. We've had that happen in the past - it could be that this wasn't a coincidence that he only CD'd you while trying to 'pirate' you.
I mean, think about it - if all he does is CD you, and then you vaporize him, that could be free publicity on the forums about how the Zoners are becoming warlike again and can't be trusted in the Omicrons anymore. ZonerZonerZoner, anyone?

If the guy is green to ya, he wouldn't even bother ya(as the npc's do) in FL if your part of the Faction, then you gotta follow the rules of said faction. If the guy was an generic ID'd pirate, then yea he has the right to demand from dang near anybody. but if he's factioned(IE cosair) then he should follow the rules of the NPC faction.
one of the things I hate is seeing a neutral or green pirate demanding stuff from me. It doesn't bother me so much if he's and indie, but the factioned ones. . .
Apart from Hogosha, Gaians and Farmer Alliance, Corsairs can rob whoever they damn well want to. The fact that he is "Green to you" doesn't mean a thing.
6.9 You must follow the restrictions/allowances of your ID, as well as the diplomacy of the NPC faction it represents. If your ID does not represent an NPC faction (generic IDs), then your reputation and conduct must match the actions of your character. You must not dock at bases that your NPC faction is hostile to, or attack allies of your NPC faction.
(Edit: nevermind. Just looked at the faction allies and enemies and cosairs don't have zoners as allies. with that I retract my statements)
The way I interpret the spirit of the rule, granted it is not in the direct wording, your repsheet and actions should match.
I.e. I wouldn't go pirating Zoners on my Sair if I had Zoners as allies in my repsheet. If my Sair had Zoners full hostile, but the Zoner trader I was robbing had Sairs as allies; I wouldn't have a problem.
