These are your reasons why Rheinland, and now Liberty too somewhat, is dying. Players are the people who keep the mod alive. Curbing their enjoyment and reducing activity for the sake of half-assed story progression won't yield positive results.
I'd add to this that developers are not allowing players to develop something they should be able to develop, at least in some sort of official event form, while allowing players to develop what they shouldn't be able to develop, aka ballance.

So basically following your concept I'm a bad developer is because I'm doing things that are not specifically relevant to your interests.
Were they necessary? No, just like anything else. What is really necessary? Do we really need battleships? Why can't we just play with snubs? Did we really need Tomioka's orbit? No, we didn't. We can go on like this for a while.
I do what I want to work on, and more specifically what I can work on without having to rely on another developer. Repair turrets were asked for years, cloak disruptors for equally long due to kids messing up fights with their battleships and no existing counters. Unfortunately, not everything can be 100% on point with your personal expectations, because you'll have to realize other people have different expectations and you're not alone here.

I've never been against the ceasefire. The Rheinland-Liberty war lasted way too long and basically turned into a boring basehugging contest. The good old battles died out a long time ago...sadly.
The real issue here is that the ceasefire was put in place before the story devs found an acceptable replacement. Rheinland activity was ok-ish after the ceasefire but it was only a matter of time before it dropped to the levels we currently have. About the jump gates...well yeah that was one of the worst dev decisions I've seen in disco and it's really sad that it still hasn't been fixed.

I gotta say that things turned into base hugging contest everywhere, not only in Rheinland/Liberty war. Not gonna share with my ideas why, but just gonna say that it have something to do with developements for players, not community.
As for the rest, I gotta agree. I was against idea of ending that war because there were little alternatives then. The only alternative I've seen then was joining that war with Gallic conquest and expanding that war over whole sirius. It would be sensable thing to do, plus it had RP background for it too. However, war have been ended, and nothing happened after that. That was the big fail on behalf of... well, I am kinda feeling bad for putting so much fault on them...

It feels to me that there is a general consensus toward the need of having a war for Rheinland and Kusari. For the activity, and for the fact that we can use our toy, as Jack underlined it. Also, I quite liked the idea of having the guilds (GMG and IMG) involved as well. Indeed the RNC/LNS were the good old days, I remember the server going in reboot due to those battles.
But let's go toward the future and not the past.
Devs, what do you have in mind for us ?
Btw, Gallia. Too much war on one faction is a bad thing too.
One more thing to point out however. Even if wars will be open for all factions, they (factions) are not necessarily going to reboot themselfs. Something else should be done that would make staying in the empty space bearable. And I can not think of anything better then fun to fight but not too annoying NPCs.
