I'm saying -NO- to any sort of Guard Missions. If someone has achieved Guard rep, he then can easilie help those who don't have the Guard rep to get it.

Only exception would be, if it would be possible to make the Guard missions that way, that they don't have any effect for those which have none-guard level. Means Guard Missions are offered by the Guard bases, but don't affect the player's diplomacy towards the specific Guard faction.
Oh, and of course, Guard missions should then be against Guard NPC's. Just to have something to fight against:P.
