Considering I know the current BD faction alone can log up to 5 Togos for a siege. And that there are min. 3 more Togos as indies still kept active. Dunno why the explicit need to add the ZoI over Sieges only would apply. That point is invalid.
Saying it is to fill the gap for piracy, RPs and assisting allies there does apply.

I'm all for local pirate factions having battleships. They're already objectively worse than the Corsair/Outcast meme team supreme in ZOI and tech access and ship choices and ship equipment.

Speaking as the person that put in the player-request that led to this: sieges were not the reason the request was filed.
There were some obvious holes in the OC ID ZOI that was a confirmed oversight (confirmed by 2 former admins (Aerealm and Jax) and if this change is any indication: the current admin staff as well) and allows for piracy and RP interactions to continue through systems that should clearly already be in our ID. Rule-lawyering is so commonplace in this community that several interactions or fights in my history as an OC player had to be cut short because I or my faction(s) memberbase were fearful of entering systems like Galileo and Kepler because they weren't technically in our ZOI, despite the OC ID having ZOI in literally every neighboring system to these two.
While I'm aware I have a reputation for being particularly siege-happy, few things in this game infuriates me more than having to sit idly for hours on end holding down right-click in the direction of a POB, rather than spending the equivalent amount of time doing something actually entertaining.
