Shouldn't the "fix" be about dealing with the cause of population problem instead of arbitrary tech shuffling?

I fear if you don't deal with the core issue here no amount of shuffling is going to bring players back...

People still seem to log for (major) events (not this latest VR stuff though, as the Rhein spawn-camp strategy simply killed the initiative), so the people are here, but it seems something is really wrong with Disco's basic gameplay loop for the people to bother logging for "normal" gameplay ...

Gallia, going back about 7-8 years when it had three times as many Systems as it does now, used to have:
Solar Engineering- OF
IDF - OF
GRN - OF
GRP - OF
EFL - OF
UC - OF
Gallic Junkers - Can't remember if they were ever an OF (but had an active Player Base).
Council - OF
Maquis and Brigands - same as GJs.
GMS - Had an OF but died out before 2012 (I believe) and then GMS| has been there since as an Unofficial Faction.

Brigands had +LE+ for the first good few years. Hard to forget when they had one of the most hilarious stories around losing officialdom and a SRP battleship in the end.

The issue I have with this is that gallia is a very xenophobic house and has traditionally looked down on technology from outside. There's a reason why they did not allow so many ships in the past and I don't think a whopping 81237829137189273 billion people across all of the gallic settlements would suddenly change their mind after like a year has passed since they lost the war.
Yes, Gallia has pretty barebone techcells but I don't think that giving them access to Sirian technology and vice versa would do much to revive factions such as the Brigands or Maquis. Instead, they should get some new ships that are actually unique and interesting like the old Council tech. There's always been opportunities to do so, and with the Council fully gone they could give the Brigands things such as the Battlecruiser and Cruiser. The entries still exist, they would just need a sellpoint and probably an eventual replacement model but that could be done to give them something.

You nailed it right here. If a FL mod was set up new and it had this level of activity, it would be considered a good start.

The debate now though is to leave the mod pretty much as is and (probably) slow story progression to a crawl, or go sandbox. Well if the devs put a cap on it and call it done, it will begin its final chapter.

But if you started out a mod like this you might be thinking, with the right stuff, it can easily grow. Activity shows that even with working players, when there is an event on the go it increases player count. A few measures could be combined to keep acitvity up by a similar percentage all of the time. Combine that with a few new things in game, and we create a reason to come here; a more open ended experience.

People want a reason to log more than anything after they hit vet territory. There is undoubtedly tons of things that could be done to keep this place alive and rolling. But we need people working at it that want to bring in players, not avoid them to avoid more work.

I am convinced a big part of the problem lies in the rules. There is a lot of what you can't do. At this point in the server's life keeping these old rules is pointless.

-Allow cloaked espionage
-Allow multiboxing (at least some)
-Allow jumping transports again
-Allow undisputed engagement of transports regardless of ship class
-Stop all registration only events (events should be about generating activity, creating a situation to get people to join in, not only be about pre-balanced teams smashing into each other). Create a situation where something can be gained/lost and make players get online instead of knowing they'll definitely get what they want without logging. This creates events that more people join as it happens, it shouldn't be allowed to prevent players from joining battles (this is also why people choose to grind between battles, preparation for the next big battle)
-Rules should ensure any major change resulting from war have a commensurate battle event with an open ended outcome possible
-Make it a rule BHG ID can claim bounty for unlawfuls on BB's without dispute, but also put an in-game bounty payout on BHG ID's in return
-Allow/end suppression of using POB's for securing territory (routes/junctions)

Those are all things that could be changed that are blocking player development and growth, no major programming changes needed. That's without adding new activities, player buildable objects, or the ability to claim territory. So will the place go on the backburner or start a new life?

Also, seriously, I'm not being sour, but now that Gallia is its own place and not just a few systems on the edge of the Taus, re-sever the connections and allow jumping transports with the JD4.

People could offer jump services, illegal and legal jump convoys. The whole notion would be pretty epic. I know you guys want Gallia to be connected to get traffic, but if it were its own sub world again it would be pretty cool. Then Gallia would just need its own sandbox zone! I think it would still get a good deal of internal activity, and it would be a cool (real) thing to need to find a jump in and out if you are a smaller ship. I picture Monte Carlo Freeport with people 'hitch hiking' jumps out of Gallia.

Or like a giant piece of ice, saw Gallia off with Groshyr still on there, give it a push and let it just float away...

I should say the same for you, that just comes across to me as mindless contrarianism.

The reason this place died was because of prioritizing around what you just said, and not focusing in setting up an epic space world with possiblities. At the moment there's no jump convoys online. Are you happier? There could be, maybe you'd never catch them, so what's the difference? Why kill it? Trade and piracy would be fine, have some faith.

As to POB's, that's more bogey man argument about theorhetical situations that don't matter. The server has under 30 people most of the time, anything should be tried to give players some room to breath and avenues to invest in. That gives people something to do 24/7 again.

I suppose for Gallia, you could make only Langedoc and Lorraine jumpable systems so its like jumping to the edge of Gallia but then you'd need to venture out into the other systems. I'd actually prefer that.

As far as I'm concerned, jump trading barely dented anyone else's pockets, cutting it only shrunk the game up and limited a great deal of possiblities for people. Even with the range limit it would help open things up.
