To be quite frank, what exactly?
Sure there are new ships, new stations, some new faction diplomacy's, new systems and some new effects, but that is all basically just giving old things new faces, there is nothing truly new here, certainly nothing which DA couldn't have done themselfs or better. The only thing that sets discovery apart is the RP servers that are built around it, if you take the mod at face value and take away the community that is built around it, it is nothing special.
Heh, there's a though, the only thing that makes discovery special and good is its community... That could be considered a complement or an insult, depending on how one looks at it.
Discovery, even with the large amount of work on it, is far behind other mods in terms of modding itself.
Take a look at Freeworlds for instance, they led the way for many modders and still do.
The thing is though, Disco was meant to stay true to the Freelancer feeling and RP. It wouldn't make RP sense for massive monolithic shipyards to suddenly appear orbiting Manhattan with OMGWTF battleships being the norm.
In other mods, it does though.

It doesn't make sense to have Homeworld and Battlestar Galactica ships but they were included. Besides that, I don't see why larger shipyards and battleships go against roleplaying. It wouldn't match the original Freelancer, sure, but lots of aspects of current Discovery don't. The "Roleplaying" element has been preserved. All of the factions and politics still remain from the original game.
But why not spice the Universe a bit? Why must we have tiny space stations that are all identical to one another despite of cultural variation present among factions? If you take Discovery and subtract the multiplayer bit, the dull visuals truly stand out. Once you see one or two system, you've seen all of them. In my opinion, 90% of the bases need to be redone. Of course, that's probably not very feasible considering all the docking points would have to be redone, etc etc.
