Do I have to spell it out for you? Privateer actions are not endorsed by the Bretonian government in any way, but they aren't committing any crimes in Bretonia now are they? So how can you expect Bretonian law to prosecute them? I know this will totally go WHOOSH over your head, but it's called subversive, deniable action.
Of course, as long as the Zoners try to threaten Bretonia, how big a surprise it is that the Bretonian government has no resources to deal with a matter as trivial as a bunch of rogue brigands in Zoner space?

Especially with all those Corsairs shooting the BAF from Freeport home bases!
My opinion on the bounty is to just roll with the damn punches. Take it as RP rather than screaming about metagaming and other dickery when things don't go according to your well-scripted gameplan.
I say this as someone who's been there. When my faction of smugglers and politicians gets bountied and/or shot at for any reason, I get very few complaints. Those that do complain are quickly shown the merits of being a target: an opportunity to RP, and exciting new challenges. Those that continue to complain end up with their motives questioned; I frown upon hiding behind the faction tag as a means of escaping piracy.
There was a golden opportunity to walk the walk as well as talk the talk here. Metagaming or not, a player should keep it friendly, keep it seperate from their 'true' self and their actual ego as a result, and most importantly keep it in RP. Irregardless of what can be presumed about the actions from the offending party shooting you in the face.
If someone can't do that, then maybe he or she should take a break from the server for their own good. Because they're not having fun, they're not making it fun for others and their perspective is starting to suffer.
Rise above, take your shots like a man and give 'em a good show and a bloody lip. It's a goddamn video game.

Meh, I couldn't care less. It would only prove they weren't neutral. QCP only use BAF bases for repping. Corsairs live on Freeports. Slight difference.
