Verg, pirating using a gunboat is far from its only use. Infact, pirating using a gunboat is the cheap and far too
easy way of doing it. Got something against fighters now, or is that to much like hard work ?

in pre-Roman times, Mediterranean pirates used ships no worse, than Roman galleys or Greek Triemes to raid, pillage, rob and kill wahtever they'd see on the horizon.
in the XVI and XVII century, pirates of the "new world" often used captured Spanish galleons, English frigates to accomplish the same goal as their ancient predecessors. Sir Francis Drake's expeditions were and still are famous. His "Golden Hind" was clearly a warship and de facto an independent pirate untill Spain officially declared war.
During world war I and II, germany used capital ship raiders to disrupt English trade and resupply lines on the Atlantic and Indian Ocean. Admiral Graf Spee was such a ship. A heavy cruiser. It woud sink British merhants untill cornered by a cruiser sqadron at La Plata. Same for the big Bismarck battleship. It was de facto performing trade interdicton on the north atlantic, like its sister ship, The Tirpitz on the Arctic sea. The PQ17 convoy destruction history is well-known.
The unlimited submarine war doctrine allowed the German and US submarine commanders to sink allied or japanese freighters without warning. Piracy? No, because they did not demand cargo/ pillage the ship. Terrorism? trying to starve England and leaving the torpedo attack's survivors to certain death? I thhink it is a bit closer to our FL-like type of terrorism.
What is curious, Adm Doenitz was trialed at Nurnberg for that. Nimitz was not. Although they both issued the same orders for their submariners

Modernly, pirates haven't got the means to acquire warships of the highest destructive ability, nevertheless, they use obsolete, often scrapped warships, no bigger, than a corvette. The Indonesian government is constantly investing more and more to build a navy strong enough to ultimately end this infestation.
I myself think that if there's a pirate chasing you, sorry, you're unlucky. No matter what he's flying. Do pirates care about rules? Do Corsairs limit themselves because some rules say so? Do the outcasts build their juggernaust ONLY to battle the Corsairs? I don't think so.

I'd only limit the production type of ships, that can be used for piracy. Hessian cruiser, roue gunboat, Osiris... Also, make it ID-related. what model each ID owner may use for piracy or terrorism. It would be at least closest to reality in this case.
(Semi uninteresting facts: The Nuremberg trial avoided actions committed by allied forces plus they specifically avoided trying German 'crimes' that were identical to allied 'actions' so as not to draw attention to them.
C16-17 pirates in the New World were more often than not sponsored by a government - often the Dutch to pirate English ships and visa versa. So as well as your enemies cargo and passengers you got a nice little retainer. Thus piracy was used by governments as a weapon of personal and economic terrorism.)
The main point about not pirating in a cap ship on FL is that of crazy playability problems. Perhaps if all capital ships had their cargo reduced to the same space as an average fighter things would be fairer. *shrug* That wouldn't stop terrorist factions from just sitting in a trade lane with a BS and smoking everything that came through.
As Nadir says, its a balance issue. If "unrestricted capship warfare" were allowed then trade would grind to a halt, as traders would find better things to do with their time than get blown up at every jumpgate. And we would end up with a glut of pirates and terrorists, all stomping around Sirius in BS's and nothing less.
Its ironic coz every pirate faction needs a fleet of its own traders anyway, to provide necessary funds for their operations. Think how much more trading they would need to do if pirating in capships were allowed, and they ecshewed fighters entirely.
(BTW Templar I fail to see the relevance of the Nuremberg trials on this discussion. FYI Doenitz was not tried on his "unrestricted submarine warfare", since all parties agreed at the time that both sides did it. What's more Doenitz died a ripe old age, it wasn't like they took him out and hung him. But I find your defending Nazis and heaping sh*t on Americans particularly ironic considering you're from Polska. Bloody short memories....)
