As far as I see it, normal server rules apply, no particular restrictions. In other words, I think captials can take part.

from the council side, most of the capital ships are creating the imbreakable defence on Champagane, after the fight becomes more serious we will deploy cap ships, but we ask that for now (atleast from the council side) you will try to use ships up to a GB size.

I don't like this. I have already met some pvp dedicated persons on my GRP, and seem to not understand the RP of a navy man. I don't know what to do about this, but its kinda bad if we instantly get lulwats in Gallia. I doubt we want Gallia to be the next Liberty.

Also, can we get some sort of tag going on for the indies, so we don't have silly names ingame?

While I'm sure this has been suggested before, consider turning off the OP NPCs and base defenses. In this case, the rebels and their allies are highly likely to take shelter beyond their defense systems, if they don't feel like fighting or are losing. It's not too nice to be SNAC swarmed during a role play conversation either, even if I'm constantly in motion.

Yes, it did happen in every single encounter I had since I made a GRN char a few hours ago.
