What is a secondary ZoI? A sector is your ZoI or not. There is no primary or secondary, there is only Guardsystem, Homesystem and ZoI.

Is it intended that Mercenaries can use Council Tech all over Sirius, while the Freelancer ID is required to stick to the ZoI?
The same problem exists with the Maquis and Unione Corse Tech.

Mercenary ID never had the "Must remain in Gallia" Line but on the Gallic Civilian (which is now changed to fit the others). Thus it didn't change.
i was wondering if Renzu VHF line is considered "civilian" throughout all Sirius system and not as "civilian kusari"...
I mean, possible to use it with Order ID? (clearly with ok of faction high commanders). In wiki it's tagged as civilian, so it should be used by order without problems...
If i'm wrong please i look forward for further explanations.
