Who the hell stores the only blueprints to a classified ship on the ship itself?
I very much doubt any army in the world stores the papers for new classified tech they're designing in the prototype itself.
More likely they are in a locked LSF office somewhere and they don't want to reveal that many criminal organisations are using a ship THEY designed.
More likely they'd want to tinker around with the design and make out the order just copied the prototype desgins rather than stealing the whole ship, less embarrassing.
Maybe a new LSF only capital pops up some day with a similar (but not the same) setup to it just so people don't wonder where all those government $$$'s dissapeared to.

Essentially, the advantage of new technology/surprise is lost if the enemy already knows the weak points of the vessel.
'Cept, y'know. They can modify/update the blueprints. 'Sides, no one aside from the Order should have ever had an Osiris, and the Order itself only should have had the one. But vanilla lore typically gets ignored here at Disco, except for when it suits, but that's another topic.
And still, it's still supposedly newer and better than the aging LN dreadnought, it, for one, mounts a cloaking device, which the LN dread didn't seem to canonically.
