Thanks for the link. This is pretty overwhelming but I think I am getting the gist of it. As I understand it, you need to have ALL of the ID/IFF/Ship/Guns/Bonus in order to get any bonus that may be available. If there is a bonus available, and you fail on any of the qualifiers, then will get hit with a 50% penalty. If there is no bonus available, you will get the "normal" drop regardless of qualifiers (not factoring in gun type etc). Is that correct?

In RP terms, it's because certain groups have specialized equipment and more knowledge of what it takes to extract given ores and will be more efficient at doing so.
In rules terms, it's to encourage people to use all the mining factions and not have everyone using one.

As far as i know you aren't getting ANY mining bonus if you miss one of those four: mining turrets, apropriate ship, ID and IFF combination.
So if you are flying a BMM IDed, BMM Iffed Titanic Transport with mining lasers you will not get a 50% penalty on your 3x multiplicator for gold ore, thus resulting in 1,5x droprate - you will get you no bonus, as well as a 50% penalty resulting in a 0,5x droprate.

That's my understanding of it too.
I tried mining in Kansas with a Crane just for a laugh and got (drum roll) .... Nothing. I'm sure I would have filled my hold eventually, but I suspect I'd have slipped into a coma looooooong before that.

The other sentence you quoted asked that if a bonus is NOT available, then there is no test and everybody gets the same "normal" drop.
So if you are not using perfect gear, you actually get more ore by mining in fields that have no bonus, than mining in fields that do have a bonus.
If you're not using perfect gear you shouldn't be mining, as you'd be making a lot more money trading. Mining only beats trading if you're getting the bonus.
