That's a price of freedom, corporate ID gives you 5k of cargobay, but you are limited by corporate ZOI and RP restrictions for cargo you haul. (You must agree, that it's a bit strange to see ALG dump-truck carrying passengers, VIPs or scientists, well maybe refugees are ok, as well as Orbital Spa and Cruise luxury liner full of ore).

-Smuggling must be rewarded. Would be good if it also makes the police and hunters more active - i really rarely got caught when smuggling, almost noone paid attention to me, even through i intentually picked an obvious name for my smuggler char - that's frustrating. YES, METAGAME ME, I WANT ACTION.
-Mine fields, gas pockets etc should be equally hazardous to any ship type. Not only to mk1 ships. Remember the destroyed Rheinland fleet in sigma-13. I don't know if it can be implemented, but devs should give it a try. Please.

As for Freelancers and 5K transies, simple explanation for that would be protectionistic measures by the houses: They simply ban 5K transports from docking in-house unless they are of specific factions which can be held accountable for the cargo involved.

I actually like the idea of having "military, corporate and government grade" ships, weapons, items and commodities that aren't available to "just anyone"--I think that's pretty realistic. I think military bases could be off limits to anyone without a military ID as could police bases, corporate depots, etc.
But it's also pretty realistic to see government/military fighter pilots who never pilot another vessel and cargo pilots who run the same route every day. I don't think it would be much fun to be a short-haul scrap truck driver or to be assigned to fly circles around Planet Manhattan everyday in a Patriot--but neither is having intentionally convoluted runs wth smaller pay outs for smugglers. Having some leeway is fine but the emphasis should not be only against one and not the other.
