We are not trying to scold, control, subjugate or attack anyone.
The claims are in reference to the Nc| only, as such was the original concept behind the RP interactions at the onset of its planning. This isn't something new. I, and my faction are not seeking to control anyone in anyway shape or form. This move is simply to consolidate our ZoI so that we can within our RP, patrol and enforce our role as the Liberty navy.

Regarding the issue of our control? As the SA has had control over Virgina and is the established naval faction, for sometime now we can exert a certain level of control over all systems under our jurisdiction as we are the reigning administrative and authoritative faction for Liberty. In essence we get the final say on most matters, but we don't play that way. Ask the LSF, ask the LPI, ask most any indie we deal with.
All we request is that they abide the currently set laws for this region and attempt to RP with us and follow our lead, if not, oh well we just wont group with you and you can do your own thing.
Ok, now I'm somewhat confused. So are you only merging the Northern Compact into the Southern Navy, or is something else going on? I got the impression the NLN and SLN were merging from the OP.
Well, there isn't actually a northern navy that is manifest... So that means this merger is entirely in RP, and as the Nc| was created as an oppositional component to our powerbase we are RPing removing them from their power, corrupt as they are in our accusations towards them.
Which means,as an indie,I will still shoot unauthorized (and oorp) ships in z21,and I still follow orders from higher up the chain of command,as do the lower ranks follow my orders.Am I correct in this assumption?

I'm not worrying yet, but the moment they try to order my ship around, they will hear about it, in RP of course.
I find most problems are easy to solve in Rp. Like the other night, a bunch of indy capships decided I didn't have Z21 access. But instead of going OORP and arguing, we managed to keep in in RP and had a very productive chat where we figured out that some poor ensign forgot to fax the proper paper work...
I'd say to those worried, just sit tight and wait and see what happens, it probably wont be too bad.

A Commodore should also have ships to bring to the table. So if I bring a battlegroup to the table can I call myself Admiral?

In my view, Admirals would command an entire fleet, probably a whole systems worth of forces or in some other cases, a particular strategic point (such as a particular battleship, a particular installation..). A battlegroup would be commanded by a Commodore.
