Yes, and not just that - so far I've only checked Fighter cloak, but it takes around 40 seconds for it to activate.
I guess you can also expect higher activation times on both medium and large cloaks, as well.

There's absolutely nothing preventing you from doing it 20k over/under the plane, if you go for it.
And it's being countered just as easily, described in one of the posts above.

You got it all there... pvp whoring, crap RP, oorp alliances, ganking, abusing cloak during pvp to be unkillable and then come back for more ganking and more crap RP and more oorp allying.
Excuse me if I don't trust your alleged "regulating" even one tiny little bit.
Screenshots are always helpful to have, so you can submit them to K'Hara leadership, if the story really went like you were describing. (especially bot feeding from human ships).
But please, would you enlighten me how one can "abuse" a cloak during the pvp to escape, when it takes 40 seconds for it to charge? (checked on a bomber, so far)
Even as someone who doesn't play noms and won't be able to take advantage of this, I don't care.
I'm not one to crap on other people's good time. (Which is why I also don't play a pirate)
Let them have their fun toys, and we'll see on down the road if this actually turns out to be a legitimate problem that's dragging down server activity.
Although, if I somehow did end up with one of these fancy no-drain cloaks on, say, The_Burninator, I promise I would only abuse it if the result was absolutely hilarious.
Nomads are meant to be the big scary boogeymen that sneak up on the unsuspecting, wipe them out and then disappear. These cloaks are a good thing. Finally there's something for the general population to actually fear, rather than laughed at and shrugged of as nothing more than an annoyance. And even then, it's not that powerful.
If everyone dies when they attack, so what? Just means you were caught with your trousers down.
Edit: And as for the system chat, anyone can do that already just by being 20k off the plane
In my view The Order primary fleet (Order|) also needs some better cloaks because we need to sneak up too and counter the enemy...
But right now Order kinda lost its name of 'defenders of humanity' when we can't do a thing against nomads nowadays...nomads will simply vanish and we will be like "we need the rain"
Also our equipment eats all the power core, our ships too slow etc etc... We have no chance to counterattack anything with our current crap equipment.
Nomads can't "simply vanish". It takes time for the cloaks to engage, and they can be disrupted. You just need to get to them quickly, which is as it should be imo

Like the Nomad Cloak very much and one of the best thing what is coming with 4.87
Don´t think its OP, it need long time for cloak so its not very easy for running away from the fights and a nice new Instrument for the Nomad RP and other things.
Good to see thats not another Recruitment Candy for joining the K'Hara.
Just have to ask the fellows in the SCRA back when they spouted propaganda over system channel in NY. Without resorting to any cloaks. This thread is stupid.
I like the idea of the nomad cloak not using any fuel and being "available" and all.
But I'd put:
1st a maximum time for it to be used.
(Let's say 10-15 minutes on a fight with up to 30 min on a BS or something.)
And 2nd put a cooldown on it.
(About as long as the running time.)
And / or 3rd put in a scanner, which can be equiped on freighters and bigger and which can be build on POBs, which makes the targets pop up on the scanner list.
(You still couldn't see it, but you can target it if it's in targetable range.)
As I said, overall I find the idea very interesting. But I see the issues of it being overpowered as people can sit around without being noticed now for as long as they wish.
(I already had the first encounter with a nomad (K'Hara 8| ) using a cloak yesterday. Some advice to that nommy: don't start the cruise engine right below me and don't bump into me when I go into the lane! )
Come on Omicron, so the nomads have a new toy. Let it rest man. If you see people trolling with it instead of RPing then go ahead report them. But dont take away the fun for indie's who do want to RP by making it another Khara only toy, as most nice nom stuff is. Flying an indie nom is like flying i big billboard with the letter 'Keel me plz'.

Good idea
This Galaxy is vast; its wonders and beauty are almost unfathomable. But the galaxy also hides dark secrets, some of which have lain dormant since the beginning of time itself. There is a danger in secrets, both in seeking and in knowing. Some things are meant to be hidden from view. Some mysteries defy understanding, and sometimes even the things we think we know are untrue. Some secrets should remain untouched.
