This is really scummy. In most cases a pirate will tractor it before you can blow it up, thus making you look like quite the fool.
A reasonable demand is up to 4000~ units of your cargo or as much as the Pirate can carry, and whatever that translates to in credits, imo.
Rules Tip: Pirates need to keep their demands reasonable. Cargo and Monetary demands that exceed the maximum profit of a trader are viewed as unreasonable. ''Empty'' traders are not excempt from piracy, but the demands asked from them should reflect this.

Yeah, with such attitude, no wonder piracy is close to extinct, and the very few who remain to do this time-consuming-low-income-role are then being poked by these threads.
Reasonable or not depends heavily on many circumstances in which encounter takes place. It's is highly impossible to have set ruling on which demands are over the top, and as such, general consensus by staff and community is set at 100% profit/cargo rate.
As from my experience as evil highwayman I might demand full cargo if it is commodity my character hates; I might demand half of it if it is the faction my character hates; I might demand 100% of profit, if it is event cargo that I know ooRPly demanding even 1 unit would disqualify the trader from it. All this is highly contextual and usually, people are not appreciating the level of dedication it takes to play the bad guy in this space shooter game.
I haven't flown a pirate in years, though I wouldn't mind flying one, again. I've always just shot for 1-3 million, but then I've always been in it more for the RP than the profits, anyways. Still, it was always frustrating to run across that type of trader who silently presses 'Go To' and afk's waiting for you to blow them up or run out of CDs. Some encounters were certainly better than others, however.
If I were to create a cargo pirate these days, I'd probably ask for 1/3 of their cargo. I always went for money back in the day because it was easier that way and allowed me, a snub-player at the time, to stick to one spot rather than fly back to a base and risk missing another transport since I tended to fly solo a few years ago. These days, since I prefer turret zoomables, I might or might not ask for cargo, depending on what they're hauling. If I knew they were hauling PoB supplies, I'd probably ask them if they're supplying their own base or running a contract for someone else. That would help me determine whether or not they'd even make money on that load. If they're hauling ore on a non-mining transport, I assume that they paid for their load or are profit splitting with a miner, thus I would still only ask for about 1/3 of the load of cargo, or about 4-5 million.
Heck, these days I'd probably want an SRP pirate ID that would allow me to escort them after I pirate them without being shot at everything in the known universe. Especially on long routes where you can run into multiple pirates, I'd want to make sure my mark with a now-lighter-wallet even makes it to their destination to recoup their losses. I guess that'd make me some sort of.. Weird.. Forced mercenary service, or something.

People who demand cargo often forget to take into consideration the price in which was paid for the cargo... So taking half of someone's ore can be pretty damn close to 100% of their profits especially when most ores are sold at 3k a unit.
