Anyway, I am all for it. Remove the things. How someone who is "independent" gets a Gunboat, a massive weapon of war, is a good question. It's not like gun shops hand out free samples. Gunboats are heavily armored and armed pieces of machinery. Your "average joe" in space wouldn't fly one just like an "average joe" pilot on Earth wouldn't own an F16. It's just that simple.
Furthermore, it wouldn't affect faction membership at all. Just get a new ID. Hang out in Liberty? Get a Rogue ID! Hang out in Rheinland? Get a Red Hessian ID. It's not complicated in any sense of the word. In fact, the only thing it would hinder is that ability to go somewhere else on a character who just died, which is rather OoRP. I mean, who gets over exploding in a period of five minutes? That person must be really used to exploding all the time...
I agree and do not agree.
Agree: We need to look at this at a more RP-worthy view. It can be fun to RP having a crew on your ship and do silly little things over the system and local comm channels. Seeing this as 'omgwtfgbspam' is pretty terrible.
Disagree: There is a Sirius-wide black-market. Gunboats, albeit produced by private shipyards, can be junked and reassembled for use by those who put enough effort into them. Sure, retards can buy them if they have enough credits, but let that be a consequence for them in RP. Make them KoS to certain factions or something. This is so simple, guys. Instead of flat-out saying, "NO!" you should instead coax them into registering. If being recognized is the big issue, why not set up complex threads about this?

Licenses are very different for pirates. They are very arbitrary and based on trust. I had to undergo a type of licensing here just this week. This means that pirates just go around throwing Gunboats at random people. They have to be people pirates would logically trust, which definitely wouldn't be an average person. It would take RP to have a pirate trust you if you were an outsider. Rogues don't entirely trust the Junkers, even, as Junkers sell out Rogues to save their own hides quite often.
And by your argument, players are 3% of the world. Even less realistic than what you perceived my argument to be. NPCs are an important part of the sector, and, as you said, they represent the sort of "Average Joe". However, they do not represent 97% of the sector. They should not be disregarded, but, in the same light, they should not be overestimated. Players have to populate and bring life to the sector in a sensible and logical manner.
