About the Neyahiya ID, you'd have to talk to Igiss about that. And not being able to pay for a modder; Humboldt is already slightly modded (not very heavily). Also, not every system I make is 1 billion. I make ones that have less and take less work for around 400 million. Then ones in the middle or around 700 million.
Yeah - Humboldt is where we've kinda moved into. Haven't got the funds for it yet, but that's where we were thinkin of purchasing. Since it is a Rogue system (only base is Rogue) and lies in a buffer zone between Liberty and Rheinland. Since Rogues and Hackers are allies, this also places us in amongst friends.
Would you be the one to build the Nayehiya ID or would that be Igiss? I would be willing to work the extra hours to gain that ID. And I'd be willing to make Humboldt a Nayehiya system rather than Liberty Rogue.
Igiss would be doing the ID. And when you get an ID, you don't also get NPCs. Phantoms were the exception. So you'd just have the N ID, not N NPCs. It would still be a Rogue system. And you can always go Rogue ID.. Just wouldn't fit perfectly.
Can't use Rogue ID and pirate outside Liberty - our RP being exiled from Liberty forces us to pirate outside Liberty. Although we do go to Liberty now and then (in an attempt to regain our land rights) we try to avoid Liberty forces.
If you could mod Phantom NPCs, I'm sure you could mod Nayehiya NPCs and turn a base into a Nayehiya base. Question is how much?

I'd recommend if you want your own NPC faction, that you increase your member count (I'm a possibility.. >.> <.<) to something around 6-10 active players (on every day or every other day). He is more likely to give you an ID then, and might actually give you a NPC faction, since your RP is sound.
My tip; Gain the support of as many admins as you can as their opinions will influence Igiss' decision.
Throughout all of this, what you must remember is, how much your 'factions' relevance goes beyond the
confines of this server. This mod goes out to quite a few others now, so having completely un-related
NPC factions in any release is probably not going to happen, or certainly not quickly.
The IDs are not so bad, because people do not have to use them. Though out of the three provided by
Igiss in the past, one third is already defunct, and needs to be removed now.
And currently, though don't quote me, there is nothing in the pipeline where you can purchase your faction
IDs yet.
Buying the system, and having it built is just the first step in the process. Having your faction's name and
back story pretty much relevant to the game, and not just a server specific one, is a fairly good move.
Remember this is still Freelancer ... Careful what you import from other games, TV shows and films etc.
Dab, I don't think @ss-kissing and begging is a particularly good idea, a lot of thought and work in faction
creation and roleplay, and a little longevity on the server with a good member base would be much more
productive in this respect.

But yeah, Hood hit right on the fact about the IDs. I kind of forgot about the fact that it needs to work inside FL, not just our server.
Though in my opinion, N could be an NPC faction. Their background is that of a group of people exiled from Liberty and attempting to get back there (I think), and that definitely sounds like something that could happen.
