I would change it so that players have complete control over their own factions, bases and reputations with regard to other factions. Players could at will (and with some effort) create their own factions and control system/base ownership. I think this would be very interesting and possibly quite fun.

I think you should only be able to see ships on your scanners
that are in the same system as you. You should still be able
to see who is on line , but a question mark next to their system
if they are not in your system at the time.
Basically close to what cannon said but then more in a transportation logistic manner.
That you can run your own transport company with NPC transport. You can buy transports ships or charter them from other companies and assign them to routes. Also you will be able to assign escort ship and you'll be able to make an insurance against piracy acts against them.
That would be 'in my point of view' so epic.
Although the profit of this should be adjusted.
anyway this ain't gonna happen thats why I play other games which have a more logistic side.
Should a person log off - their hardpoints would need to be redistributed to the others.
At the moment - bombers succeed against caps by use of a 'wolfpack' strategy. Whilst the single player cap shoots at one ship (who flies defensively) the others pummel him.
So if a player logged off - sure there would be a disadvantage to the cap ship - just the same as any group of players would have a disadvantage if one of their team logged off during a furball.
1. Remove every trace of phantom ever created. Super powerful almighty group of lolwut pwnage = shift away from role playing and dynamic in-space discussions leading up to the actual battle.
2. The ability to blow up existing stations and destroy tradelanes!!!! Seriously, you've all seen it, npc patrols firing at bases only waiting to get slowly torn apart by the turrets. On this note NPCs should be removed so you're not hauling goods to a base and its suddenly gone. But players should be able to damage bases with the proper equipment/strike team/roleplay/realism (nomad battleship won't destroy all of liberty).
3. Fighter escorts being able to be deployed from player battleships/carriers.
4. Make the cruiser class actually worthwhile in large capship fights
5. Special guns that do extra damage to each ship type for example:
LF guns own Bombers
HF guns own LFs and do decent damage to Bombers
VHF guns own HFs
LF v. VHF = test of piloting. Light fighters would actually have a chance if they outmanuver (this probably exists already, just re-iterating)
This would make dogfights more dynamic and strategic instead of VHFs spraying at eachother.
