This is a war. One fought by hardened, trained, and disciplined soldiers. The QCP are an unofficially sanctioned force meant to disrupt enemy supply lines. They do not fight on the front lines, and many of them are ex-soldiers.
The Hogosha are black marketeers, smugglers, and occasional pirate. They are not soldiers, and in no circumstances should they be fighting on the front lines of an inter-house war. If the Hogosha want to contribute, they'd contribute in the form of smuggling and piracy of transports behind enemy lines. They would not go toe-to-toe with the house military. If you think of this from a roleplay perspective, instead of a "what can I do in-game" perspective, the BAF, though outnumbered and lacking in modern armaments (many of theirs were older than the Kusari Navy's), are still able to hold off the Kusari Naval Forces from taking Leeds through tactics and piloting ability. The Hogosha, a civilian black marketeering organization, would not have equipment equal to a house military, would not have the pilot training equal to a house military, would not have numbers equal to a house military, would not have tactical decision making at the level of a house military front-line general, would not have the supply lines of a house military, and would not have the capital ship support of a house military. In short, the Hogosha would get massacred if they took part in front-line battles, not to mention the Kusari Government wouldn't sanction civilian interference in a warzone unless they were completely inept. Think about the U.S. in Iraq. Do they want civilians with guns roaming all over Iraq shooting up "terrorists" in the middle of warzones? Hell no. One guy even tried that and got arrested.
Civilians, even pirates, should not be fighting on the front lines. If the Hogosha players want to have something to do in Bretonia, great, they can. But they can do that in the form of hitting transports, hitting lone military vessels in areas away from the front lines (Dublin, New London, Edinburgh, etc), smuggling supplies to enemies of Bretonia (Gaians, Corsairs), etc. What they should NOT be doing is fighting the BAF in Leeds. This obviously goes for the Farmer's Alliance too.

Well, thankfully Dab, you are not the one who decides what the Hogosha or Farmer RP is. Just like every other faction, it's the faction that decides their rp. Until such time as the Admins tell the Hogosha and FA not to do it, the Kusari government will stand behind them.
Aside from that, there are all sorts of private military contractors, civilians really, fighting in Afghanistan for the US, they fought in Iraq for the US and other places. Hezbullah, a militia in Lebanon, tries to go head to head with the Israeli military all the time, I guess some admin should tell them that it is oorp for them to do it.

Actually, doesn't the lore decide the RP?
My entire post is based on the lore that exists for the Hogosha. There is lore to support their NOT being on the front lines (more than enough lore in fact, as well as common sense). There is not any lore I can find to support their being on the front lines of an inter-house war.

Keep in mind my post specifically stated that if Hogosha wanted to participate in this war in some way, the way that would best fit their lore would be to act as pirates behind enemy lines. Example; Killing miners. I fully support Hogosha doing such things.

You show me the lore that says the Hogosha are not allowed to help the Kusari government on the front lines. Please, cause for all the searching I have done, I have never seen a rumor or infocard that said "The Hogosha are not allowed to fight against the Bretonians." I guess I must have missed it, since you clearly say there is lore that specifically says the Hogosha shouldn't be doing that.
Ya know, to be honest I actually agree with Dab (SURPRISE!), but for slightly different reasons.
There should be a limit as to what factions may have a stake in a periodically-popular area. We had the very same in T23 when Niobium was the biggest fad, now it seems like Dublin has it too.
Ya know, I actually for a moment wished, that the Hogosha would actually know better than to use every excuse just to go pirate the place...
Solution? Definitely not shunning. I for one would prefer that there was some Kusari-specific means of profit, rivaling Dublin and T23.

Ok so I see you have diffrent motivations... wanting to have to deal with less forces when KNF decides to come knocking... gotcha...
If any Kusarian, Corsair, and Ally needs help we're gonna provide it. Deal with it.
