According to the infocards of the wrecks of a DSE convoy in Cassini (found roughly where the Galileo hole is... but on the plane) they were the last supply convoy.
There's some old forum RP which is fairly hilarious to read done by a few people ages ago about the inhabitants of the station slowly going mad, featuring notorious players such as JihadJoe and <strike>Lusty Dent</strike> Dusty Lens. If you dig around the Stories subforum you can find it.

This applies to certain non NPC factions too. But alas this is Discovery, and sense never enters into it.
As for exploring Casinni? Well that is all fine and dandy. I spent 2 hours there with my rogue to find 3 bases. Not even going to bother with others. The system annoys the hell out of me.
Making the system that screwed up is just a slap in the face to any newish players who want good rogue ships, and weapons. Screw the whole "they need to earn them" crap. The System sucks. No other system in Discovery is even half as annoying.
