The Guild is in the curious position of having a zone of influence that extends throughout Sirius. This leads many to the incorrect assumption that we are an international police force. This is hardly the case: bounty hunters have varying levels of authority in their duties with regard to their targets, depending on the jurisdictions in which they operate. No members of the OPG were encountered during my tour, and no bounties were collected. Actually, it was rather quiet - which is disturbing.

Cruised around for a few clicks with that Max chum, had engine trouble and had ta dock on some gawd forsaken planet in the middle of nowhere. Few hours latter got the tub running again an headed on back ta new london.
Found a few brit captains and did a few rounds through tha system, finally headed back ta base in manchester.
Time for a few beers and maybe find a tail to chase...

The 522nd is playing at dangerous games.
I was on training patrol with S/D-Stargazer, helping him get used to the controls of the Manta. We were in orbit around New London. Multiple capital ships from the 522nd showed up. They were being chatty, while apparantly at the same time scouting out our defenses. There was one member of QCO on duty, and until HMS Brinkley showed up, we pretty much just got to sit there and take it.
The cap ships from the 522nd are armed with mortars on front. These weapons are devastating to shields. As part of the humiliation - and I admit intelligence gathering on my part - one of the cruisers wanted to fire 1 shot from a mortar as an experiment at me. At a range of 3,500 meters - one hit dropped my shield. They did not disclose where they got these weapons. (I found out later while having drinks with my cousin that these are available at Grand Canaria, in Omega 49.)
In single patrol, ran into a couple of smugglers that I tried to get ID on and report to NSY, and that's about it. It's been quiet lately.
I'll be attending the christening ceremony for my cousins new ship - he's a freelancer and finally got that Firefly he was looking at - today. I should be back on patrol tomorrow.

Well ... i am sittin in ma cockpit with a cold one, typing this out while docked in our station ...
While doing patrols in the leeds system i noticed some large QCO ships on the move, asked the pendragon or whatever it was what was going on, seems they were enroute to a possible attack on the area, i linked up with the brits and we moved into the ice fields of tau-31, we were then joined by a Golden Crysth ... crys ... whatever a GC unit ... seems they were fightin with us because tha people we were fighting were supporting the KGL ... something about a king jerk and wanting to upserpt the queen, i duno ...
Regardless it seems the ships from earlier the 522 squad which consisted of the valkyrie-blade and tha wings-of-fate were joining the KGL and was planning on attacking.
Our group of 4 GC ships and the 2 really big tubs from brit engaged the 522, after a few minutes the two hostiles were destroyed ... this was when i was informed of the situation with the KGL and the GC assissting us etc etc...
Frankly i dont get all this polatickin but i do feel very solem for some reason, its bad enough to have to shoot down ladies but even more troubling that i trusted the folks .... mmm ... anyways thats tha end of my report, im gonna go get toasted.

Bretonian politics are as complicated as you wish them to be: the nation is at war; a faction intent on civil war is threatening the efforts to protect our homeland; exiled members of a foreign military have arrived and have attempted to profit from the misery of Bretonia. No matter what happens, the Guild will go on. But bear in mind, we are Bretonian. Many of us may come from other places but this is our home. We may be part of a large galactic brotherhood, but many agents have friends and families on New London. We are not homeless rentacops; we are not mercenaries.
The Kusari are no friends of the Guild. Whether or not this 522nd can be accomodated in Bretonia after their actions remains to be seen. Certainly I have had my own fill of war, but the whole Guild will not stand idly by while the situation is further destabilised through the actions of a wild-card flotilla who operate without any recognisable authority. There are vile elements who will use this situation to profit from smuggling, piracy, slavery and murder. They are our priority.
Draw whatever conclusion you want from this. But at present the Bretonia Police Association and the Royal Fleet are the lawful authorities in Bretonia. Our position on this situation has been stated and I advise you to page through the files to ensure you are operating in accordance with our established policies.

Sir -
I am a bounty hunter - which means I seek people down for pay. I am not a police officer simply doing my public service. While I consider myself to now be a citizen of Sirius, my roots are and always be in Bretonia.
During several long (and relatively boring) patrols in our sector seeking those people who have active bounties on them, I noticed a discrepancy between the ideals of the BPA and harsh reality. Certainly they are the police - it's their job to enforce the law.
But what about when there are no police available?
We're also in a situation where Bretonia is still at war, and the Bretonian Military is hard pressed to keep an active face in all fronts as well. Quite frankly, the civil forces are stretched thin.
I took the time to think this through, and have the following suggestion for you to present to representatives of Her Majesties Government - and it's actually a quite-simple and elegant solution to our legal status.
Proposal -
That members of the S/D, while on patrol in systems where there is active police and/or military presence of the Bretonian Government, simply act in their normal matter. To wit, they may seek down bounties on persons, assist law enforcement and/or military upon request, and in general perform their duties as bounty hunters.
That members of the S/D, while on patrol in systems where there is NO active police and/or military prescence of the Bretonian Government, may act as contractors and agents under hire by the Bretonian Government. As legal bounty hunters, we may not impose a fine, per se. However, we would be enforcing the law, and acting as agents for law enforcement, could impose the fine, impound the cargo, etc. As bounty hunters, we would then collect a fee for the agency of 25% of the fine imposed or vaule of the cargo impounded, with 10% of that going to the S/D general fund, 15% going to the member as his payment for services rendered.
To show an example, let us assume that it is a normal evening, and there are two BPA officers in New London. S/D Max and S/D Felix are in Leeds, watching on long range sensors for [OPG]Garius. They routinely scan passing ships, and Casper jumps in with a load of 20 Cardimine, violating Bretonian law. There are no Bretonian police in the sector. They hail Casper and order him to either turn around or face impoundment of his cargo. He refuses, so they stop his ship. They then escort him to New London, where BPA officers impound his cargo. The BPA pays the S/D agents 25% of the value of the cargo (our bounty) and the S/D officers then forward the appropriate portion to the Doghouse.
Should the S/D officers encounter someone carrying militarily proscribed cargo, upon adequate presentation of proof of the resolution of this encounter (cargo dropped at Bretonian facility, destroyed), then the S/D agency would receive payment of 25% of the value of the cargo as bounty, with 15% going to the officers involved and 10% to the agency.
I think that by giving members of the S/D Agency quasi-legal status as licensed bounty hunters acting as agents FOR Bretonia will help in the smuggling and war effort, and will also help resolve the issues currently seen now where smugglers can take advantage of the war. We still get paid for collecting bounties like usual, Bretonia becomes safer, and the BPA/QCO don't have to be as stressed to do their jobs due to casualties / war losses.
